Vladimir Putin also emphasized that this morning’s attacks demonstrated the need to intensify efforts to improve video surveillance systems in metro stations. “The legislation will be amended if needed… We need to develop the rules and regulations that will help us to work together to achieve the best results,” the prime minister said.
During the meeting Prime Minister Vladimir Putin urged regional leaders to give every assistance to the law-enforcement bodies in their efforts to counter crime, including its extreme manifestations, such as terror. "Only by pooling our efforts we will be able to rout these thugs and everything related to such an ugly and terrible phenomenon as terrorism. I’m sure that we will achieve this goal with a concerted effort".

Russia will earmark 10 billion roubles for supporting Abkhazia and provide a 700-million-rouble loan for the Abkhazian Central Bank to increase its capitalisation. Vladimir Putin also stressed the need to create a stable legal basis for trade and economic relations. Sergei Bagapsh highlighted economic cooperation and thanked Russia for its support.
