IGOR SHUVALOV, First Deputy Prime Minister. Coordinates the work of the federal executive bodies and issues instructions in the following areas:

  • Development of the key targets for Russia’s socio-economic development;
  • Pursuing a coherent fiscal, credit and monetary policy and managing Russia’s sovereign debt and financial assets;
  • State financial planning, drafting and implementing the federal budget, more efficient spending, improvement of the budget system, drafting and implementing the government’s tax policy;
  • State investment policy, development of state programmes and targeted federal programmes;
  • State regulation of financial markets, insurance and audit sectors;
  • Drafting government policy with regard to foreign economic cooperation and foreign trade;
  • Implementation of investment projects through Vnesheconombank;
  • Russia’s trade and economic relations, as well as economic integration with the members of the Commonwealth of Independent States;
  • Russia’s foreign policy;
  • State policy with regard to technical regulations/standards;
  • Russia’s membership in the World Trade Organisation; state regulation of intellectual property; improving traffic safety;
  • Government support of small businesses and state property management;
  • State policy with regard to cadastre and registration, property rights and transactions;
  • State policy with regard to the common economic space and freedom of economic activity, improving the regulatory environment, the anti-monopoly policy and promotion of competition;
  • State policy with regard to the regulation of natural monopolies’ operation and development of the markets in infrastructure-related sectors;
  • State policy with regard to utilities fees and transport fares; state immigration policy;
  • Customs-and-tariff and non-tariff regulation, and protective measures in foreign trade;
  • State housing policy and the implementation of the Affordable Housing priority national project;
  • Development of the Moscow air hub;
  • Organising, preparing and holding the 2018 FIFA World Cup, including the development of the required transport infrastructure; and
  • Development of the Russian regions that are part of the Far Eastern Federal District.

 

OLGA GOLODETS, Deputy Prime Minister. Coordinates the work of federal executive bodies and issues instructions in the following areas:

  • Implementation of priority national projects in demographics, healthcare, education and social security;
  • State demographic policy;
  • State policy with regard to healthcare, education and social development, including wages, living standards and incomes;
  • State policy with regard to the sale of pharmaceuticals and other healthcare products, controlling their quality and safety; state policy with regard to the pharmaceutical industry;
  • State policy with regard to education and science;
  • State policy with regard to employment, labour relations and social partnership;
  • State policy with regard to social and health insurance, and pensions;
  • State policy with regard to culture and tourism;
  • State youth policy; and
  • Support of socially-oriented non-profit organisations
  • and liaison with religious organisations.

 

ARKADY DVORKOVICH, Deputy Prime Minister. Coordinates the work of the federal executive bodies and issues instructions in the following areas:

  • State policy with regard to agriculture and the food industry, forestry and the timber industry; and the development of the fishing industry;
  • Implementing the national project to support agriculture;
  • State policy with regard to transport and communications;
  • State policy with regard to energy and industry except the defence industry;
  • State policy with regard to nature management and environment protection; and
  • Environmental and technological oversight.

 

DMITRY KOZAK, Deputy Prime Minister. Coordinates the work of the federal executive bodies and issues instructions in the following areas:

  • Implementing the state policy with regard to socio-economic development of Russia’s regions and municipal areas, including inter-budgetary relations and territorial planning;
  • Development of comprehensive strategies and targeted federal programmes for regional development (excluding the regions of the Far Eastern Federal District and the North Caucasus Federal District), policies aimed at reducing the differences in socio-economic development between regions and at stimulating their development, establishment and operation of special economic zones and providing financial support from the Government Investment Fund;
  • Delineation of authority between federal, regional and local executive bodies, and ensuring their smooth cooperation;
  • State policy with regard to construction and architecture, and the housing and utilities services;
  • Implementation of the state ethnicities policy, improving the organisational and legal framework of ethnic relations;
  • Development of physical fitness and sports; and
  • Preparations for the 22th Winter Olympics and 11th Winter Paralympic Games in Sochi in 2014.

 

DMITRY ROGOZIN, Deputy Prime Minister. Coordinates the work of the federal executive bodies and issues instructions in the following areas:

  • Ensuring national defence and mobilisation readiness, as well as management of the country’s material reserves;
  • State policy with regard to the defence industry’s development;
  • Executing the state armament programme, the state defence order and programmes for the development of the defence, nuclear and aerospace industries;
  • Nuclear oversight;
  • Export control with respect to products, information, works and services and products of intellectual activity which could be used for production of weapons of mass destruction, delivery vehicles for such weapons or other armaments and military hardware;
  • Implementing a well-coordinated defence policy within the framework of the Collective Security Treaty;
  • State policy with regard to international military technical cooperation;
  • State policy with regard to civil defence and protection of the population and territory in emergencies;
  • Development of scientific research aimed at strategic military technical and defence planning;
  • Upgrading facilities along Russia’s state border; and
  • Drafting proposals on creating a system for young Russians’ preparation for military service.

 

Deputy Prime Minster and Chief of the Government Staff. Coordinates the work of the federal executive bodies and issues instructions in the following areas:

  • Identifying the goals, objectives and evaluation criteria for regional executive bodies in line with the government’s socio-economic priorities;
  • Development of a monitoring system for the federal and regional executive bodies to evaluate their work;
  • Improving the work of the federal and regional executive bodies; administrative reform;
  • Civil service;
  • Drafting and implementing state policy with regard to the mass media;
  • Organising the work on drafting bills;
  • Organising and planning the government’s work and oversight of the federal executive bodies’ compliance with the government’s decisions;
  • State policy with regard to the court system, liaison with judicial bodies and prosecution authorities;
  • State statistics work;
  • Organisation of drafting the government’s resolutions and the Prime Minister’s instructions;
  • State policy with regard to innovation; and
  • State policy with regard to culture upon special instructions of the Prime Minister.

 

ALEXANDER KHLOPONIN, Deputy Prime Minister and Presidential Envoy to the North Caucasus Federal District. Coordinates the work of the federal executive bodies and issues instructions in the following areas:

  • State policy with regard to the comprehensive socio-economic development of the regions that are part of the North Caucasus Federal District;
  • State regulation with regard to providing financial assistance to the regions that are part of the North Caucasus Federal District, and oversight of the use of the funds provided to them;
  • Development and implementation of government investment projects, and policies aimed at more efficient government spending in the regions that are part of the North Caucasus Federal District;
  • Policies aimed at making the regions that are part of the North Caucasus Federal District more attractive investment destinations and development of economically efficient infrastructure projects;
  • Development of federal state programmes, parts of targeted federal programmes and government investment programmes to be implemented in the North Caucasus Federal District;
  • Pursuing a coherent state policy with regard to the development of the North Caucasus resorts as well as the required energy, transport and engineering links to those resorts; and
  • Pursuing a coherent state policy for a comprehensive socio-economic development of the Caucasus Mineralnye Vody area.

During any temporary absence of the Prime Minister, First Deputy Prime Minister Igor Shuvalov shall act in his stead and perform his responsibilities.

Also, the following officials shall step in for their colleagues in the event of their temporary absence:
