In response Andrei Turchak promised to make up for the decline by 2011 by developing transport and logistics infrastructure, as well as agriculture.

The discussion focused on roaming service fees, which the prime minister had earlier instructed the FAS and the Ministry of Communications and Mass Media to review. The heads of the two agencies told Mr Putin that roaming fees would be heavily cut from December 1, and some companies would do it even earlier.

These, according to Mr Manturov, should include a technological upgrade, the production of essential drugs and the production of innovative domestic pharmaceutical drugs, thus leading to the increase of the export potential.
