This implied primarily those not involved in the production of raw materials.

However, if someone breaks the law, the authorities and the law enforcement agencies must urge compliance with the law by all legal means.”
“Our countries’ relations are developing very intensively. Suffice it to say that trade has increased ten times over from January to September,” the prime minister said.
