Vladimir Putin said that from October 1, 2011, all federal executive authorities will use electronic systems to communicate. He said “this is a crucial stage in the implementation of our systemic project to further develop an effective and modern mechanism for state governance.”

Active economic development of the Arctic will be beneficial only if we maintain a rational balance between economic interests and environmental protection for the long term, not just for 10, 15 or 20 years.”
“I hope this is only the beginning of our joint efforts to explore the Arctic, to study it and to work out regulations of international conduct in this region,” the Russian Prime Minister told the Prince of Monaco.
The parties discussed cooperation in the Arctic as well as bilateral trade and economic relations. Prime Minister Vladimir Putin noted that bilateral trade and economic cooperation increased by over 80% in the first six month of this year.
