We need to make up for the losses we suffered during the financial downturn. In addition, Vladimir Putin suggested that an additional 10 billion roubles should be set aside to continue the car scrappage programme intended to support the automobile industry this year.

The Prime Minister and the governor discussed the social and economic development of the region, the labour market, and regional budget revenue projection. They focused on forest fires, and reviewed in full the preparations for the 350th anniversary of Irkutsk.
The prime minister believes that at present "all the necessary prerequisites for a faster economic recovery are gradually taking shape." Putin also said that the government will use the additional budget revenues caused by the favourable economic changes for different purposes, including increasing pensions, providing veterans with housing and increased transport security.

Vladimir Putin and Viktor Khristenko discussed government support for companies that export high-tech products. The Prime Minister also brought up the government’s scrappage programme for old cars, which, in his opinion, “has had a highly positive impact on the automotive industry.” Nevertheless, Mr Putin asked Mr Khristenko to continue to improve the programme’s level of service by removing bureaucratic barriers.
