"In Russia we have always proceeded from the assumption that we need stability in the political system, but one that is sensitive to the changes at home and abroad. And this political system must certainly guarantee our sovereignty… The government of the Russian Federation will continue conducting consultations on vital issues with all opinions represented in the Duma and in the country in general. We are actively doing this while preparing to adopt the budget and will improve these mechanisms in working on other issues as well."

Prime Minsiter Vladimir Putin and Governor Ravil Geniatulin discussed the economy in 2009, the situation in social services and the territory’s short-term challenges. The governor emphasised that last year the Trans-Baikal Territory saw the first increase in population in 20 years, and that the construction of the motorway Chita-Khabarovsk had been carried out in record time.
First Deputy Prime Minister Viktor Zubkov returns from visit to Kingdom of Bahrain
First Deputy Prime Minister Zubkov met with Bahraini leaders, including His Majesty King Hamad bin Isa Al Khalifa, Prime Minister Khalifa ibn Salman Al Khalifah and Deputy Prime Minister Muhammad ibn Mubarak ibn Hamad Al Khalifah. Mr Zubkov also attended the Bahrain International Airshow.
The deputy prime minister has assessed the achievements of the past ten years and discussed the impact of the global financial crisis on the economy, the consequences of the fall in oil prices and budget priorities for 2011-13.
"For the first time in many years, we were able to stabilise the population. From 2006-2009, life expectancy for men and women increased by almost four years. This is a dramatic illustration of how efficient state measures on social policy have been."

Cabinet members discussed a draft of the federal targeted programme on nuclear energy technology to consolidate Russia’s position in this high tech economic sector of the world market, amendments to the law on natural resources, and the provision of housing for the victims of the earthquake in Nevelsk on Sakhalin Island.
“Modernisation is not only a technological issue. It has to encompass all aspects of public life, its technology, institutions and ideology. This is the specific understanding of modernisation as stipulated in the Concept for Long-Term Socio-Economic Development of the Russian Federation to the year 2020.”
