Prime Minister Vladimir Putin chaired a meeting of the Presidium of the Government of the Russian Federation

"We will also discuss the distribution of subsidies from the federal budget. A total of 3.2 billion roubles ($130.19 million, or €88.32 million) are allocated to the Kamchatka and Maritime territories, and the Arkhangelsk and Murmansk regions to make up for higher prices on fuel oil. This is one of the measures which should help these regions to get through the cold season without any accidents, not to mention emergencies."

The Government Presidium has agreed on the need to start talks to freeze some agreements Russia has been complying with as part of its WTO accession, First Deputy Prime Minister Igor Shuvalov told journalists on Monday

“Because it is a negotiating position it would be better if the list is not revealed,” he said adding that it will not be a unilateral Russian decision and the withdrawal from the agreement will be preceded by negotiations.

Prime Minister Vladimir Putin visited two Air Force pilots who were downed during the peace enforcement operation in Georgia, and who are now staying at hospitals in Moscow

Col. Igor Zinov was receiving relatives at the time of Putin's visit. When asked by the Prime Minister about his condition, Col. Zinov replied that there were no complications and that no surgery was required.
