The Commission stressed the need for the regional authorities to restructure the network of public institutions, cut administrative costs and take robust measures to create conditions for continued production activities at all levels.

Vladimir Putin and Eduard Rossel discussed the situation in the region—in particular, in construction, agriculture, social welfare, and the budget-financed sphere.

"At the same time, the Defence Ministry must by all means ensure the implementation of all previously adopted plans for the development of the Armed Forces. It goes without saying that the companies concerned must streamline their operation, while ministries and departments should provide them with the required funds so that they can obtain contracts more quickly."

"The Governor asked for more than 600 million roubles from the federal budget. During all this time, different departments held consultations, and the final decision will be as follows: We will help him get these 620 million roubles, out of which 310 million will be subsidised, and another 310 million will be loaned to the Samara Region."

"Even in a situation as tight as the current global economic crisis, social commitments must continue to be our top priority, at least in terms of what has already been included in the budget."

The meeting reviewed the work of the Ministry of Health and Social Development to implement regional employment programmes.
