First Deputy Prime Minister Igor Shuvalov chairs a meeting of the Commission for the Development of Small and Medium-Sized Businesses

Commission members discussed additional measures to promote small and medium-sized businesses. They also analysed proposals of the Ministry of Economic Development, the Ministry of Energy and other federal executive agencies on easing the access of small and medium-size companies to engineering networks and guarantees of transparency in the setting of rates for relevant services; on the possibility of cutting cross-subsidies; on curbing the growth of electricity prices for end users, including small and medium-sized businesses; on streamlining the simplified system of patent-based taxation; and on the guaranteed protection of small businesses from property seizures.

Participants in the meeting cited cases of electricity fees rising by 20-60% for small and medium-sized businesses at the year's beginning. Mr Shuvalov ordered relevant agencies to consider matters pertaining to the approval of standard contracts for natural monopoly services, and enhancing the transparency of electricity price formation in the retail market.

The commission emphasised the importance of a prompt endorsement of the draft law on the promotion of patent-based taxation. Mr Shuvalov ordered the Ministry of Economic Development, the Ministry of Finance, OPORA RUSSIA and the State Duma to speed up consideration of the bill by the State Duma so that it can enter into force on July 1. A proposal was made to extend the list of consumer services liable to such taxation, and grant the regions the right to authorise the increase of personnel at relevant private businesses from 10 to 15.

With respect to President Dmitry Medvedev's order, the commission discussed the coordination of activities to support small businesses – particularly the promotion of self-employment of unemployed persons, and the support of small farms and small innovation companies. To coordinate said activities, the commission determined that the Ministry of Economic Development should hold regular meetings involving the Ministries of Healthcare and Social Development, Education and Science, Regional Development and Agriculture, regional representatives and associations of entrepreneurs.
