1998-1999: consultant at Russian Prime Minister Yevgeny Primakov's Secretariat.

1999: consultant at the group supporting the activity of Mstislav Afanasyev, First Deputy Head of the Government Staff, at the Department of Office Management and Archive of the Government Staff.
