Born on January 13, 1960 in Moscow. 

1984: graduated from Lomonosov Moscow State University as an economist, teacher of political economy. Ph.D. in Economy.

1977-1984: worked as electrician apprentice, mechanical fitter, electrician, technician, and engineer at the Kurchatov Institute for Nuclear Energy.

1984-1998: postgraduate student, research fellow at the Institute of World Economy and International Relations of the USSR Academy of Sciences.

1998-1999: consultant at Russian Prime Minister Yevgeny Primakov's Secretariat.

1999: consultant at the group supporting the activity of Mstislav Afanasyev, First Deputy Head of the Government Staff, at the Department of Office Management and Archive of the Government Staff.

1999-2000: adviser to First Deputy Prime Minister Viktor Khristenko.

2000: adviser to Deputy Prime Minister Viktor Khristenko; Deputy Chairman of the Federal Commission for Securities Market.

2000-2003: First Deputy Chairman of the Federal Commission for Securities Market, member of the Commission's board.

2003-2004: head of the Financial Markets and Property Relations Department of the Government Staff.

2004-2007: aide to Russian Prime Minister Mikhail Fradkov.
