Born February 9, 1960 in Piitsijoki, a village in the Suojarvi Region of Karelia.

1983: Graduated from Kuusinen State University in Petrozavodsk.

Has degrees from the North-West Civil Service Academy and State Management University in Moscow.

1977-1978: Worked at the Juskozero logging company of the Karellesprom timber association. 1983-1993: Worked as foreman, chief specialist, deputy director for production, director, and chairman of Zaitsev Agrofirm. 

1993-1998: General Director of  Petrozavodsk Dairy Company.

1998-2001: First Deputy Chairman of the Karelian government (first deputy governor).

1999-2001: Chairman of the board of Karellesprom.

2001-2002: General Director of the Timber Holding Company Karellesprom.

2002-2009: Head of the Petrozavodsk municipal district.

April to September 2009: An assistant to Russia's First Deputy Prime Minister Viktor Zubkov.

September 2009 to August 2010: Deputy head of the Federal Agency for Forestry.

August 20, 2010: Appointed head of the Federal Agency for Forestry.

State awards include the Order of Friendship and a Certificate of Merit of the Republic of Karelia and the titles of Merited Worker of the Russian Timber Industry and Merited Worker of the Karelian Economy.

Viktor Maslyakov, PhD in Economics, was a member of the Karelian legislature of the first and second convocations.

Married, with a son and a daughter.
