Born on June 1, 1946 in the village of Ryabievka, Volochisk District, Khmelnitsk Region.
1984: graduated from the Ushinsky Yaroslavl State Teachers Training Institute as a school teacher; and in 1998, from the Russian Academy of Civil Service under the President of the Russian Federation.
1984-1992: served in the Armed Forces.
1993-2001: main specialist, senior associate, deputy chief, and chief of the Labour and Employment Department of the South-East Administrative District of the Moscow Government's Committee for Labour and Employment.
2001: Head of the Social Development Department in the Moscow Government's Central Administrative District prefecture.
2001-2004: Head of the Employment Department of the Ministry of Labour and Social Development of the Russian Federation.
2004-2008: Deputy Head of the Federal Service for Labour and Employment.
July 31, 2008: appointed Head of the Federal Service for Labour and Employment.
PhD in Sociology. Has state awards.
