Born October 4, 1966 in Isilkul, Omsk Region

1983 – 1984: Worked as laboratory assistant, Karaganda State University; combined work with evening studies.

1984 – 1986: Served in the Soviet Army.

1986 – 1988: Studied at Lomonosov Moscow State University.

1988 – 1992: Served on the police force; student, postgraduate student at the Higher Police School.

1999: Graduated from the Russian Civil Service Academy under the President of the Russian Federation.

1994 – 1996: Served as Deputy Chairman of the Board, MosSibInterBank.

1996 -2000: Served as Councillor of the Administrative Directorate; Head of the Directorate for Financial and Credit Relations; Deputy Minister of the Russian Federation for Cooperation with CIS States; Head of the Directorate for Road Funds Revenues, Federal Road Service; and Deputy General Director of the Russian Road Agency.

2000 – 2003: Served as First Deputy Minister of Transport of the Russian Federation – Head of the State Road Infrastructure Service; member of the Russian Governmental Commission for the Agro-Industrial Sector.

2006 – 2007: Served as representative of the executive authority of the Altai Territory in the Federation Council of the Russian Federation; Deputy Chairman of the Federation Council Budget Committee; member of the Commission for Cooperation with the Audit Chamber of the Russian Federation; member of the Commission for Natural Monopolies.

October 25, 2007: Appointed Governor of the Kostroma Region on the recommendation of the President of Russia.

April 13, 2012: Resigned as Governor of the Kostroma Region of his own volition.

October 17, 2012: Appointed Minister of Regional Development of the Russian Federation by a decree of the President of the Russian Federation.

2009: Named Governor of the Year 2009 by the International Academy of Social Sciences. Awarded Golden Laurel Branch, the Grand Prix of the National Prize, "For the Development of Russia." Decorated, by a decree of the President of the Russian Federation, with the Order of Honour for success in work and years-long dedicated service.

2011: Won the National Ecological Prize competition for the protection of ecosystems and nature conservation in the Kostroma Region.Holds a PhD in Law.

Married, with a son.
