The Government of the Russian Federation at its meeting on February 26, 2009 adopted the following decisions on the items on its agenda.
1. The Draft Programme for the Development of Competition in the Russian Federation
The Government took into consideration the report on this issue made by the Minister of Economic Development and approved the draft programme for the development of competition in the Russian Federation overall.
The Government instructed the Ministry of Economic Development, together with the relevant federal executive bodies and executive bodies in the regions of the Russian Federation, to update the draft programme for the development of competition in the Russian Federation and the draft plan for its implementation by taking the following into consideration:
- the order in which measures aimed at solving the problems of developing competition are implemented;
- the socioeconomic effects of the programme's implementation for the development of competition in the Russian Federation and implementation of measures in 2011 and 2012;
- the development of a system of indicators to show the effectiveness of implementation of a competitive policy;
- the incentives for enforcing programmes for the development of competition in the regions of the Russian Federation;
- the development of competition in several areas, including healthcare, production of pharmaceuticals and medicine, and the light industry;
- the outlining of mechanisms for monitoring the programme's implementation for the development of competition in the Russian Federation;
- additional review of the advisability of creating a commission for the development of competition on commodity markets.
Together with the relevant federal executive bodies, the Ministry of Economic Development was instructed to draft a report on the progress of the programme's implementation for the development of competition in the Russian Federation and submit it to the Government in the established procedure before November 1, 2009.
2. The Draft Federal Targeted Programme Improving the Stability of Residential Buildings, Main Facilities, and Life Support Systems in Seismic Regions of the Russian Federation between 2009 and 2013.
The Government examined the report on this issue made by the Minister of Regional Development and approved the Draft Federal Targeted Programme Improving the Stability of Residential Buildings, Main Facilities, and Life Support Systems in Seismic Regions of the Russian Federation between 2009 and 2013 overall.
The Government instructed:
- the Ministry of Regional Development to update the draft of the programme, with a view to permitting state contractors to build new earthquake resistant buildings in place of facilities requiring seismic reinforcement if their rebuilding or seismic reinforcement are economically unwise, and submit the draft to the Government in the established procedure;
- the Ministry of Economic Development, the Ministry of Transport, the Ministry of Civil Defence, Emergencies, and Disaster Relief, and the Ministry of Healthcare and Social Development, together with the federal executive bodies concerned, to supply earthquake-prone territories of the Russian Federation a reserve of material resources, including building materials, as well as medicine necessary to provide rapid earthquake relief.
3. The Draft Federal Law On Introducing Amendments to Chapters 21 and 25 of Part Two of the Tax Code of the Russian Federation
The Government approved the Draft Federal Law On Introducing Amendments to Chapters 21 and 25 of Part Two of the Tax Code of the Russian Federation and has ordered its introduction at the State Duma.
4. The Draft Federal Law On Introducing Amendments to Articles 138 and 325 of the Customs Code of the Russian Federation
The Government approved the Draft Federal Law On Introducing Amendments to Articles 138 and 325 of the Customs Code of the Russian Federation and has ordered its introduction at the State Duma.
5. The Draft Federal Law On Introducing Amendments to Articles 209 and 211 of the Labour Code of the Russian Federation
The Government approved the Draft Federal Law On Introducing Amendments to Articles 209 and 211 of the Labour Code of the Russian Federation and has ordered its introduction at the State Duma.
6. The Draft Federal Law On Introducing Amendments to the Code on Administrative Offenses of the Russian Federation
The Government approved the Draft Federal Law On Introducing Amendments to the Code on Administrative Offenses of the Russian Federation and has ordered its introduction at the State Duma.
7. The Draft Federal Law On Ratification of the Agreement between the Government of the Russian Federation and the Government of the Republic of Lithuania on Shipping in the Curonian Bay and Waterways in the Kaliningrad Region of the Russian Federation, and in the Republic of Lithuania
The Government approved the Draft Federal Law On Ratification of the Agreement between the Government of the Russian Federation and the Government of the Republic of Lithuania on Shipping in the Curonian Bay and Waterways in the Kaliningrad Region of the Russian Federation, and in the Republic of Lithuania and has ordered its introduction at the State Duma.
8. The signing of the Agreement between the Government of the Russian Federation and the Government of the Republic of Belarus on Granting a State Loan to the Republic of Belarus
The Government adopted a draft executive order on the above issue.
9. The signing of the Treaty between the Russian Federation and the Republic of Bulgaria on Social Security
The Government adopted a draft executive order on the above issue.
10. The procedure for export of narcotics and psychotropic substances intended for humanitarian assistance or emergency relief
The Government adopted a draft resolution on the above issue.
11. Introducing amendments to the Statute on the Ministry of Industry and Trade
The Government adopted a draft resolution on the above issue.
12. The provision to the Government of the Republic of Ingushetia of budgetary allocations out of the Reserve Fund for Prevention and Liquidation of Emergency Situations and the Aftermath of Natural Disasters
The Government adopted a draft executive order on the above issue.
13. The provision to the Government of the Chechen Republic of budgetary allocations out of the Reserve Fund for Prevention and Liquidation of Emergency Situations and the Aftermath of Natural Disasters
The Government adopted a draft executive order on the above issue.
14. Introducing amendments to the regulations of the Government of the Russian Federation.
The Government adopted a draft resolution on the above issue.
