The Presidium of the Russian Government at its meeting on January 27, 2009 made the following decisions on the items on its agenda.

1. On increasing the authorized capitals of OAO Rosagroleasing and OAO Rosselkhozbank

The Government passed a draft executive order on the said issue.

2. On introducing an amendment to the Rules of Connecting Power-Receiving Devices (Power Plants) of Legal Entities and Natural Persons to Power Grids

The Government has passed a draft decree on the said issue.

The Government of the Russian Federation has instructed:

The Federal Anti-Monopoly Service and the Federal Tax Service in conjunction with the other federal executive power bodies concerned to monitor strict compliance with the said decree of the Government of the Russian Federation with the aim of preventing the owners of power grids from abusing their monopoly position.

3. On introducing amendments to Government Decree #109 of February 26, 2004

The Government of the Russian Federation has passed a draft decree on the said issue.

4. On the draft federal law On Introducing Amendments to Articles 149 and 162 of Part 2 of the Tax Code of the Russian Federation

The Government of the Russian federation has approved the draft federal law On Introducing Amendments to Articles 149 and 162 of Part 2 of the Tax Code of the Russian Federation and has decided to submit it to the State Duma.

5. On the draft federal law On Introducing Amendments to Article 178 of the Criminal Code of the Russian Federation

The Government of the Russian Federation has approved the draft federal law On Introducing Amendments to Article 178 of the Criminal Code of the Russian Federation and has ordered it to be introduced at the State Duma under established procedure.

6. On the procedure of granting subventions out of the federal budget to the regional budgets of the Russian Federation for the payment of a lump-sum allowance to the pregnant wife of a serviceman doing military service under conscription and a monthly allowance for the child of a serviceman doing military service under conscription

The Government of the Russian Federation has passed a draft decree on the said issue

7. On granting subsidies to fisheries organizations and individual entrepreneurs to compensate for part of the cost of paying interest on loans received from Russian lending organizations in 2009 for the purpose of material and technical supplies and equipment, the building and modernization of fishing fleet vessels and fish processing facilities

The Government of the Russian Federation has passed a draft executive order on the said issue.

8. On approving the rates of customs duties on certain types of fertilizer exported from the states-members of the Customs Union agreements

The Government of the Russian Federation has passed a draft decree on the said issue.

9. On the Government Commission on the Development of the Metallurgical Complex

The Government of the Russian Federation has passed a draft decree on the said issue.

10. On the draft federal law On Ratification of the Agreement between the Government of the Russian Federation and the Government of the Federal Republic of Brazil on Mutual Protection of Technologies Connected with Cooperation in the Exploration and Use of Outer Space for Peaceful Purposes

The Government of the Russian Federation has approved the draft federal law On Ratification of the Agreement between the Government of the Russian Federation and the Government of the Federal Republic of Brazil on Mutual Protection of Technologies Connected with Cooperation in the Exploration and Use of Outer Space for Peaceful Purposes and has ordered it to be introduced at the State Duma under established procedure.

11. On signing the Agreement between the Government of the Russian Federation and the Government of the Republic of Namibia on Mutual Encouragement and Protection of Capital Investments

The Government of the Russian federation has passed a draft executive order on the said issue.
