Addressing the forum, Deputy Prime Minister Olga Golodets said that there were 1.896 000 births in 2012 – some 11% of births in families with many children. According to Ms Golodets, this means a “very noticeable demographic breakthrough,” as Russia has not seen so many births since 1991. 

She also reminded that the majority of Russia’s regions began to offer benefits for the third child as of January 1, 2013. She added that she hopes that these regions will change the demographic situation regarding the birth of the third child and successive children.

In addition, Ms Golodets unveiled a series of measures aimed at supporting mothers with many children. There are plans to increase the childcare leave period included in the years of pensionable service from 3 to 4.5 years. The Government is also working to increase access to higher education for women with three or more children.

“This is an important area of state policy – helping women to be successful mothers and to reach professional self-fulfilment,” Ms Golodets said.

The Government is examining the issue of extending mothers with many children the right for a second free higher education.
