Prime Minister Dmitry Medvedev has signed a list of instructions resulting from the August 7, 2012 meeting with representatives of the expert community in Novosibirsk on the development of entrepreneurship at higher educational institutions and research centres.

Text of the document:

• 1. The Ministry of Education and Science (Dmitry Livanov), the Ministry of Economic Development (Andrei Belousov) and the Ministry of Finance (Anton Siluanov), in cooperation with the federal executive agencies concerned, shall draft and submit to the Government according to established procedure proposals to improve the legislation of the Russian Federation regulating the activities of legal entities created by state-financed research and educational institutions for the purpose of utilising/implementing the results of intellectual activity, including :the procedure for establishing the statutory capital of a legal entity;
• the procedure for managing incomes from the statutory capital share and part of profits/dividends of a legal entity by the founder of the legal entity;
• improving tax control measures with regard to legal entities.

Deadline: November 1, 2012.

2. The Ministry of Education and Science (Dmitry Livanov) shall examine the issue of higher educational/vocational training institutions establishing departments which implement the educational process on the basis of production enterprises.

The Ministry is to report back on the results of its work.

Deadline: October 1, 2012.

3. The Ministry of Regional Development (Oleg Govorun), in cooperation with the Russian Academy of Sciences and the Russian Academy of Medical Sciences, shall assess the provision of housing to young scientists in 2012.

The results are to be reported to the Government.

Deadline: February 1, 2013.
