In the Ivanovo Region, 4,467 orphans are registered, with 74% of them living in adoptive or foster families, and 26% in state children’s homes. For comparison, 60% of children had families and 40% lived in children’s homes in 2006.  

Due to the development of the family disadvantage early prevention system since 2009, the number of social orphans has dropped every year. In 2012, 675 children were left without parental care, which was 13% less than in 2011. The number of adopted and fostered children exceeded the number of registered social orphans by 25%.

Adoption is being developed in the region. As of January 1, 2013, 275 adoptive families were formed, raising 436 children, which was 29% more than in 2011.

Russian adoption has been developing steadily. In 2009, the share of international adoption was 33.6% and the share of Russian adoption was 66.4%, while in 2010, international adoption in the Ivanovo Region fell to 30% and Russian adoption increased to 70%.

The “Give a Family to a Child” regional project is being implemented successfully. The project helps to prepare adoptive parents and assist foster families. In 2012, 270 adoptive parents attended training classes at 10 centres. In all, 1,179 candidates were trained, with 1,038 children adopted since the centres started operating in 2006.
