Dmitry Medvedev approves the state programme of the Russian Federation “Development of the Electronic and Radioelectronic Industry for 2013–2025”
The draft state programme of the Russian Federation, “Development of the Electronic and Radioelectronic Industry for 2013 – 2025,” was considered and approved by the Government of the Russian Federation at its meeting on 25 October, 2012.
This is a comprehensive programme which reflects the general system-wide development of electronics and radioelectronics in the long term, taking into account measures implemented under the federal targeted programmes.
The programme incorporates the federal targeted programme, “Development of Electronic Component Manufacturing and Radioelectronics for 2008-2015, and its subprogramme, “Development of Electronic Component Manufacturing for Systems and Models of Weapons, Military and Specialised Equipment for 2011 – 2020,” and the federal targeted programme, “Development of the Defence Industrial Complex of the Russian Federation for 2011 – 2020.”
The programme is aimed at increasing the competitiveness of the radioelectronic industry by creating an infrastructure for priority development areas, at integrating into the international market, and at boosting the innovation potential.
The above aims will be achieved through addressing the following priorities:
- creating a stock of promising electronic technologies;
- creating a modern scientific and industrial infrastructure for competitive electronics manufacturing;
- ensuring the production of the necessary amount of electronics for priority weapons models, as well as for military and specialised equipment, which will determine the future image of the Armed Forces of the Russian Federation.
The programme envisages measures for the development of the national innovation system in keeping with the Russian Federation Innovation Development Strategy for the Period until 2020.
The programme will be implemented between 2013 and 2025 in three stages: 2013-2015, 2016-2020 and 2021-2025.
There are target indicators and indices that will help monitor and estimate the efficiency of the effort to implement the programme. By 2025, the achievement of the following main indices are planned, as compared to the 2011 level:
- increasing the share of Russian electronic manufacturing on the world market by 170%;
- increasing the share of Russian electronics manufacturing on the domestic market by 150%;
- increasing labour productivity by 550%;
- increasing the number of newly created jobs by 200% (cumulatively);
- increasing the amount of domestically produced electronic products by 540% in monetary terms;
- increasing the share of renewed and new fixed production assets in the industry by 100%;
- increasing the share of exports by 290%.
