PRESS RELEASE*
The Presidium of the Government of the Russian Federation at its meeting on September 23, 2010 made the following decisions on the items on its agenda.
I. Forecast of the social and economic development of the Russian Federation for 2011 and the planning period of 2012 and 2013.
The Government of the Russian Federation has approved the forecast of the social and economic development of the country for 2011 and the planning period of 2012 and 2013 prepared by the Ministry of Economic Development jointly with the federal executive bodies concerned.
The following instructions have been issued:
1. The Ministry of Economic Development, the Federal Antimonopoly Service and the Federal Tariff Service of Russia shall fix the maximum price on capacity for operating electric power stations for the purpose of competitive takeoff of capacity for 2011 for all the free power flow zones;
2. The Ministry of Transport, the Ministry of Economic Development, the Finance Ministry, the Federal Antimonopoly Service, jointly with the organisations concerned, shall prepare and submit proposals on improving the mechanisms of pricing aviation carriage within the territory of the Russian Federation;
3. The chief executives (heads of the top executive bodies) of the constituent entities of the Russian Federation are recommended, before December 1, 2010, to pass within their scopes of authority the necessary decisions that rule out the growth of household utilities rates in 2011 by more than 15% with due account of the ceilings set in the forecast of the social and economic development of the Russian Federation for 2011 and the planning period of 2012 and 2013.
II. Draft federal law On the Federal Budget for 2011 and for the Planning Period of 2012 and 2013.
The Government of the Russian Federation has approved, after a discussion, the draft federal law as well as the supporting documents and materials for the above draft law:
The following instructions have been issued:
1. The Finance Ministry and the Ministry of Healthcare and Social Development shall, in the light of the discussion, finalise the draft federal law On the Federal Budget for 2011 and the Planning Period of 2012 and 2013, adjusting the provisions concerning the implementation of new aspects of the priority national project Health, the programme of modernising federal state healthcare institutions, inter-budgetary transfers to finance the exercise of the powers of the Russian Federation in promoting employment, including the cost of exercising such powers.
The finalised draft federal law and the relevant documents and materials are to be submitted to the Government within 24 hours for the purpose of their introduction at the State Duma.
2. The Finance Ministry, the Ministry of Healthcare and Social Development and Rosleskhoz (Federal Agency for Forestry) shall review the issues raised during the meeting pertaining to transfers from the federal budget to the budgets of the constituent entities of the RF for the restoration of forests, the transfer of budget allocations from the Ministry of Education and Science to the Ministry of Healthcare and Social Development in connection with the increase, in the academic year 2010/11, of the targets for enrollment in internship and post-graduate courses at medical higher education institutions and submit the relevant proposals to the government along with draft amendments concerning the second reading of the draft federal law On the Federal Budget for 2011 and the Planning Period of 2012 and 2013.
3. The Finance Ministry and Rosrybolovstvo (Federal Agency for Fisheries) shall revisit the issue on the funding of fisheries research and submit the relevant proposals to the government.
The Government of the Russian Federation, in the light of the discussion, approved a draft federal law On Changing the Effective Date and Suspending Certain Provisions of Certain Legislative Acts of the Russian Federation in connection with the Federal Law On the Federal Budget for 2011 and for the Planning Period of 2012 and 2013 and will submit the same to the State Duma.
III. Draft guidelines of the state monetary policy for 2011 and for the planning period of 2012 and 2013.
The Government of the Russian Federation has approved the draft guidelines of the consolidated state monetary policy for 2011 and for the planning period of 2012 and 2013.
IV. Guidelines of the debt policy of the Russian Federation for 2011-2013.
The Government of the Russian Federation has approved in principle the guidelines of the country’s debt policy for 2011-2013 submitted by the Finance Ministry.
V. The budget of the Pension Fund of the Russian Federation for 2011 and for the planning period of 2012 and 2013.
In the light of the discussion, the Government of the Russian Federation has approved the draft federal law On the Budget of the Pension Fund of the Russian Federation for 2011 and for the Planning Period of 2012 and 2013.
The Ministry of Healthcare and Social Development and the Finance Ministry, jointly with the Pension Fund, have been instructed to finalise the draft federal law with respect to the outlays on the social programmes of the constituent entities of the Russian Federation and to submit it to the Government of the Russian Federation within 24 hours for subsequent introduction at the State Duma.
VI. The budget of the Social Insurance Fund of the Russian Federation for 2011 and for the planning period of 2012 and 2013.
The Government of the Russian Federation, in the light of the discussion held, has approved the draft federal law On the Budget of the Social Insurance Fund of the Russian Federation for 2011 and for the Planning Period of 2012 and 2013 and will submit the same to the State Duma under established procedure.
The Ministry of Healthcare and Social Development, in conjunction with the federal executive bodies and organisations concerned, shall submit additional materials on the proposed amendments with due account of the instructions issued by the meeting.
VII. The budget of the Federal Mandatory Medical Insurance Fund for 2011 and for the planning period of 2012 and 2013.
The Government of the Russian Federation has approved the draft federal law On the Budget of the Federal Mandatory Medical Insurance Fund for 2011 and for the Planning Period of 2012 and 2013 and will submit it to the State Duma under established procedure.
VIII. Insurance tariffs for mandatory social insurance against occupational injuries and diseases for 2011 and for the planning period of 2012 and 2013.
The Government of the Russian Federation has approved the draft federal law On Insurance Tariffs for Mandatory Social Insurance Against Occupational Injuries and Diseases for 2011 and for the Planning Period of 2012 and 2013 and will submit it to the State Duma.
IX. Draft federal law On the Consumer Basket for the Russian Federation in 2011-2013.
The Government of the Russian Federation has approved the above draft federal law and will submit it to the State Duma.
X. Draft federal law On Introducing Amendments to the Federal Law On Mandatory Social Insurance Against Occupational Injuries and Diseases.
The Government of the Russian Federation has approved the said federal law and will submit it to the State Duma.
XI. Draft federal law On Introducing Amendments to Articles 11 and 111 of the Federal Law On the Social Protection of People with Disabilities in the Russian Federation.
The Government of the Russian Federation has approved the above federal law and will submit it to the State Duma.
XII. Draft federal law On Introducing Amendments to Article 62 of the Federal Law On Government Social Assistance.
The Government of the Russian Federation has approved the above federal law and will submit it to the State Duma.
XIII. Draft federal law On the Monthly Quota of Financial Outlays per Recipient of State Social Assistance through the Provision of Drugs and Medical Supplies and Specialised Therapeutic Foodstuffs for Children with Disabilities for 2011.
The Government of the Russian Federation has approved the above federal law and will submit it to the State Duma.
XIV. Draft federal law On Introducing Amendments to Article 9 of the Federal Law On Preventative Immunisation against Infectious Diseases.
The Government of the Russian Federation has approved the above federal law and will submit it to the State Duma under established procedure.
XV. Draft federal law On Introducing Amendments to Article 58 of the Federal Law On Insurance Contributions to the Pension Fund of the Russian Federation, the Social Insurance Fund of the Russian Federation, the Federal Mandatory Medical Insurance Fund and the Territorial Mandatory Medical Insurance Funds and Article 33 of the Federal Law On Mandatory Pension Insurance in the Russian Federation.
The Government of the Russian Federation has approved, after a discussion, the draft federal law and will submit it to the State Duma.
XVI. Draft federal law On Introducing Amendments to Article 12 of the Federal Law On Mandatory Social Insurance Against Occupational Injuries and Diseases.
The Government of the Russian Federation has approved the draft federal law after a discussion and will submit it to the State Duma.
XVII. Draft federal law On Introducing Amendments to the Federal Law On Mandatory Social Insurance of Temporary Disability and Motherhood and on annulment of Clause 2, Part 3, Article 9 of the Federal Law On Insurance Contributions to the Pension Fund of the Russian Federation, the Social Insurance Fund of the Russian Federation, the Federal Mandatory Medical Insurance Fund and the Territorial Mandatory Medical Insurance Funds.
The Government of the Russian Federation, after a discussion, has approved the draft federal law with due account of the remarks expressed during the meeting and will submit it to the State Duma.
XVIII. Draft federal law On Introducing Amendments to Chapter 22, Part 2 of the Tax Code of the Russian Federation.
The Government of the Russian Federation has approved the draft federal law and will submit it to the State Duma.
XIX. Draft federal law On Introducing Amendments to Articles 342 and 361, Part 2 of the Tax Code of the Russian Federation.
The Government of the Russian Federation has approved the draft federal law and will submit it to the State Duma.
XX. Granting subsidies to the constituent entities of the Russian Federation to support measures to balance the budgets of the constituent entities of the Russian Federation.
The Government of the Russian Federation has adopted a draft executive order on the above issue.
XXI. Submitting to the President of the Russian Federation a proposal to sign the Agreement between the Russian Federation and the People’s Republic of China on Cooperation in Combating Terrorism, Separatism and Extremism.
The Government of the Russian Federation has adopted a draft resolution on the above issue.
