First Deputy Prime Minister Viktor Zubkov chairs a meeting of the sub-commission of the Russian government on customs tariff and nontariff regulation and protective measures in foreign trade
Following discussion, the meeting participants recognized that it would be expedient to adjust the rates of customs duties on certain types of goods.
In particular, members of the sub-commission decided on the temporary cancellation (valid for six months) of duties on certain types of vegetables (potatoes, cabbage) and buckwheat, given the decline in the production of these goods in Russia due to the drought.
The meeting participants supported an increase in the current duties on PVC from 10% to 15%, with the simultaneous introduction of the Euro-component at a rate of 0.12 euro/kg. This measure will ensure that these prices remain competitive in relation to similar goods of Chinese origin.
As for trucks with a total weight of more than 200 tonnes, a decision was made to reduce the customs duty rate from 25% to 15% without previously agreed details in the nomenclature of these products.
Given the increase in world prices for copper cathodes, the meeting participants decided that it would be appropriate to recommend to the Russian government to reapply a 10% export duty on this product, which was cancelled in 2009 as part of an anti-crisis measure.
They also recommended that the government of the Russian Federation increase the export duty on unalloyed nickel from 5% to 10%. This rate may be revised based on a comprehensive analysis of the impact of increased fees for Norilsk Nickel on the implementation of its investment and social programmes in 2010. First Deputy Prime Minister Viktor Zubkov ordered federal executive agencies to arrange for the appropriate monitoring.
Members of the sub-commission decided to issue a separate code of the Commodity Nomenclature for Foreign Economic Activity of the Customs Union for biodiesel without changing the rate of duty on this type of product.
In conclusion, the meeting participants supported a proposal for a special procedure to calculate the rates of export customs duties for certain oil and gas fields in the North Caspian.
