Regulations and Responsibilites


The Executive Office of the Government of the Russian Federation is a Government body formed to support the activities of the Government of the Russian Federation and the Prime Minister of the Russian Federation as well as to monitor the execution of their decisions by the executive bodies in accordance with Resolution #260 of the Government of the Russian Federation of June 1, 2004 which approved the Statute on the Executive Office of the Government of the Russian Federation.

The Government Executive Office interacts with the Executive Office of the President of the Russian Federation, the staffs of the State Duma and the Federation Council of the Federal Assembly of the Russian Federation and ensures, together with executive and other state bodies, the exercise of authority of the Russian Government.

The main functions of the Russian Government's Executive Office are as follows:

• Monitor compliance with Government Rules when submitting to the Russian Government draft federal laws, decrees and executive orders of the Russian President, the resolutions and executive orders of the Russian Government, international treaties of the Russian Federation and other documents subject to the Russian Government's consideration;
• Develop and submit to the Chairman (Prime Minister) of the Russian Government draft guidelines of the Russian Government's activities in implementing the domestic and foreign policies of the Russian Federation and monitor their fulfillment by the executive bodies;
• Monitor the compliance of executive bodies with the decisions of the Russian Government as well as the directives of the Chairman (Prime Minister) of the Russian Government and his deputies;
• Represent the interests of the Government of the Russian Federation at the Constitutional Court of the Russian Federation, the Supreme Court of the Russian Federation and the Higher Arbitration Court of the Russian Federation;
• Process the petitions of citizens and organizations addressed to the Russian Government, forward these petitions to the relevant Government bodies and local Government bodies for consideration.

The Chief of Staff of the Government Executive Office is appointed and dismissed by the President of the Russian Federation on the advice of the Chairman (Prime Minister) of the Government of the Russian Federation.
