The Ministry of Telecommunications and Mass Media (Minkomsvyaz) is a federal executive body responsible for drafting and implementing government policy and legal regulation in the field of information technology (including the use of information technology for creating state information resources and ensuring access to them), telecommunications (including the use and conversion of radio frequency spectrum) and postal services, mass communications and mass media, including electronic media (development of the Internet, television [including digital] and radio broadcasting and new technologies in these fields), the print media, printing and book publishing, the processing of personal data, state property management and the provision of state services in the field of information technology, including the use of information technology for creating state information resources and ensuring access to them. The Ministry of Telecommunications and Mass Media also carries out the functions of postal administration of the Russian Federation and administration of international relations in the field of communications.
