The Federal Agency for Construction, Housing and Utilities (Gosstroy) is a federal executive body responsible for the provision of government services, state property management in the field of construction, urban planning, the production of construction materials, housing and utilities, as well as for issues not classified in the Russian legislation as powers of the Ministry of Regional Development of the Russian Federation, for drafting and/or implementing government policy and legal regulation in the fields of construction, architecture, urban planning (excluding state technical registration and inventory of capital construction projects), housing and utilities, heat supplies (excluding the production of heat energy as part of the combined generation of electricity and heat, the distribution of heat energy produced as part of the combined generation of electricity and heat, including energy produced by heat producers that are part of the heat supply system that includes producers that generate both electricity and heat), energy efficiency of buildings, installations and facilities, including in the housing stock, non-profit horticultural, gardening and dacha associations, as well as in improving the energy efficiency of Russian regions and municipalities.
