The Federal Tariff Service (FST) is the federal executive body responsible for the legal regulation of prices (tariffs) of goods (services) in accordance with Russian legislation and for overseeing their use. Excepted from this is the regulation of prices and tariffs which fall within the competence of other federal executive bodies, as well as the federal executive body regulating natural monopolies, which determines (sets) prices (tariffs) and monitors the determination (establishment) and application of prices (tariffs) by the subsidiaries of natural monopolies.
