Born in 1957 in Moscow. 

Graduated from the Moscow Plekhanov State Institute of National Economy. Specialises in finance and credit. 

PhD in Economics.

Worked in the Financial Department of the Foreign Intelligence Service, then in the banking sphere, and as Deputy Director General for Economics in charge of military-technical cooperation with foreign countries at the Promexport federal state unitary enterprise.

November 2000: Director General of the Rosoboronexport federal state unitary enterprise.

2004-2006: Director of the Federal Service for Defence Contracts.

May 12, 2006: appointed Head of the Federal Customs Service by Governmental Order No. 683-r. 

Married, with two daughters.
