Born on November 27, 1961, in Leningrad.

Graduated from Leningrad State University as a biologist. Later, graduated from St Petersburg State University as a lawyer.

1989: took active part in Leningrad’s (later St Petersburg) political life. Was elected to the Leningrad City Council of People’s Deputies (Lensovet), later to St Petersburg’s Legislative Assembly as a Deputy representing the Kirov District.  

1992: Chairman of the Leningrad City Council Committee for Environment and Municipal Services.  

1994: Chairman of St Petersburg’s Legislative Assembly’s Commission on Municipal Services, Chairman of the Budget Committee.

Specialises in city budget, budgetary process, taxation and economic policy.

1996: First Deputy Governor of St Petersburg and Chairman of the city’s Finance Committee.

1999: Head of the EPITsenter St Petersburg Foundation for Economic and Political Research. In each of the past five years, the foundation has worked out the Alternative Budget of the Russian Federation.

Author of the bills: On Concession Agreements, On the Unified Social Tax, On Derivative Financial Instruments, On Simplified Taxation System for Small Businesses, a law package on family business, and amendments to the Criminal, Criminal Procedure, and Civil Procedure codes of the Russian Federation.

December 1999: elected Deputy of the Third State Duma of the Federal Assembly. During his time in office, he worked as Deputy Head of the Yabloko parliamentary party, and Deputy Head of the State Duma Committee for Credit Organisations and Financial Markets.

March 10, 2004: appointed Head of the Federal Anti-Monopoly Service of the Russian Federation.

Mr Artemyev is the author of 43 articles and patents, and six works on budget and economy. He has a PhD in Biology.
