1987-1992: employed at the USSR State Commission for Flight Safety Supervision.
1992-1993: employed at the Inter-State Aviation Committee.
1993-1996: Head of the Air Crash Investigation Department of the Main Flight Safety Inspectorate of the Transport Ministry's Air Transport Department.
1996-1997: Deputy Head of the Main Flight Safety Inspectorate of Russia's Federal Aviation Service in Moscow.
1997-2000: Head of the Department for State Supervision over Flight Safety of Russia's Federal Aviation Service and Federal Air Transport Service.
2000-2004: First Deputy Transport Minister of the Russian Federation and Head of the State Civil Aviation Service.
2004-2005: Head of the Federal Transport Supervision Service.
October 4, 2005: appointed Head of the Federal Air Navigation Service.
