1980-1988: Foreman, construction site supervisor, deputy chief engineer at the Energospetsmontazh trust's Assembly and Construction Administration No.1.

1987: Assisted in relief efforts following the Chernobyl Nuclear Power Plant disaster.

1988-1992: Chief engineer at the Assembly and Construction Administration

No. 90 during the construction of the Ignalina Nuclear Power Plant.

1992-1998: Deputy general director, MSU-90, the Leningrad Nuclear Power Plant.

1999-2003: Chairman of the board of directors at Concern Titan-2.

2003-2010: a member of the Russian Federal Assembly's Federation Council – a representative of the Leningrad Region's Legislative Assembly.

2010: Head of the Russian Defence Ministry's Billeting, Facilities and Installation Service – Deputy Defence Minister.

2010-2011: Deputy Defence Minister.

April 22, 2011: Director of the Federal Agency for Special Construction.
