1999-2000: Postgraduate student at the Russian Academy of Public Administration under the President of the Russian Federation.

1996-1999: Consultant to the deputy head of the vice-governor’s secretariat and to the first deputy chairman of the Saratov Region government.

2000-2003: Aide to a deputy of the State Duma.

2003-2004: Administrative assistant at the United Russia party in the State Duma.

2004-2005: First deputy director general of the company Saratovoblgaz.

2005-2006: Head of the executive committee of the Saratov regional branch of the  United Russia party.

2007: Appointed executive director of the Russian Pensioners’ Union, a national public association.

2007-2010: Deputy of the fifth State Duma.

2010-2011: State secretary, deputy minister of education and science of the Russian Federation.

January 28, 2011: Appointed director of the Department of Civil Service and Personnel of the Government of the Russian Federation by executive order.

On August 16, 2012, Ivan Lobanov was appointed Deputy Chief of Staff of the Government Executive Office by government directive.
