Born in the Orlov Region in 1955.

1982: Graduated from the Ivanov Kursk Agricultural Institute (now the Ivanov Kursk State Agricultural Academy).

1986-1990: Inspector, chief economist, chief tax inspector of the Sestroretsky District’s Finance Department in Leningrad.

1990-1999: Division head, deputy head, head of State Tax Inspectorate for Sestroretsky District, St Petersburg.

1999-2002: Head of inspection at the Ministry for Taxes and Levies for Kurortny District, St Petersburg.

2002-2004: Deputy head of St. Petersburg’s Directorate of the Ministry for Taxes and Levies.

2004:  Head of Directorate of the Ministry for Taxes and Levies.

2004-2009: Head of Department of the Federal Tax Service for Moscow.

2009-2010: Deputy head of the Federal Tax Service of the Russian Federation.

2010: Adviser to defence minister.

June 11, 2010: Appointed head of the Federal Agency for the Procurement of Military and Special Equipment (Rosoboronpostavka) by presidential decree.
