The Information Telegraph Agency of Russia was created as a federal state unitary enterprise by Presidential Executive Order No. 37 dated January 22, 1992, On the Information Telegraph Agency of Russia (ITAR), and operates in accordance with the Presidential Executive Order No. 2257 dated December 22 1993, On the Information Telegraph Agency of Russia, as the central state information agency incorporated as a commercial entity.

The Government of the Russian Federation is the founder of the Agency.
