The Commission (Federal HQ) is a body set up to coordinate the efforts of federal bodies of executive authority, regional executive bodies and crisis management headquarters established in the regions to implement state policy on electricity supply security. 

The Commission has the following responsibilities:

• to streamline the activities of regional headquarters, coordinate the efforts of federal bodies of executive authority, regional executive bodies and other organisations in preventing and eliminating fallout from electricity supply disruptions;

• to organise the safe operation of power generating facilities and facilities used by electricity consumers.
