First Deputy Prime Minister Igor Shuvalov chairs a meeting of the steering committee on Russia’s bid for the FIFA Word Cup 2018-2022

The meeting was attended by Presidential Aide Arkady Dvorkovich, Minister of Transport Igor Levitin, Governor of the Kaliningrad Region Georgy Boos, Governor of the Yaroslavl Region Sergei Vakhrukov, Governor of the Rostov Region Vladimir Chub, Governor of the Krasnodar Territory Alexander Tkachev, Governor of the Volgograd Region Anatoly Brovko, Moscow Mayor Yury Luzhkov, head of the government of Tatarstan Rustam Minnikhanov, President of Mordovia Nikolai Merkushkin, director of the Russia 2018 bid committee Alexei Sorokin and President of the Russian Football Union Sergei Fursenko.

Alexei Sorokin reported to the committee on the progress of Russia's bid effort, which will continue until December 2010 and consist of several stages. First the committee will make its official presentation and submit its bid book to FIFA. This will be followed by a visit of FIFA's inspection panel to Russia and a final bid presentation.

The members of the steering committee were shown the list and versions of the legal agreements that FIFA makes with a host country, including agreements with host cities, stadiums, training facilities and hotels.

The steering committee discussed the challenges facing federal and regional governments that have to meet FIFA's technical requirements for host countries. These include the capacity and facilities of stadiums, transportation accessibility, facilities for fans, airport operations, accommodation, security, and so on.

Igor Shuvalov noted that the first official presentation at FIFA's Zurich-based headquarters in May 2010 will be an important step in Russia's bid campaign. He emphasized that Russia has gained good experience presenting its bids for the 2013 Student Games in Kazan and the 2014 Winter Olympics in Sochi. The first deputy prime minister requested that the committee approach this task with the seriousness it deserves. He also directed the committee to draw up the government guarantees a host country is required to submit to FIFA.
