He said that it is necessary to start this work immediately to alleviate tensions on the labour market. "We should remember that the CIS labour market, which supplies us with the majority of guest workers, is in a far more difficult situation than ours, and that more guest workers can still arrive," Mr Zhukov emphasized.

He also said it is necessary to set up a system for organized enlistment of guest workers on the basis of public-private partnership. "Inter-regional multi-purpose adaptation centres for guest workers may become elements of this system," he said. Mr Zhukov believes that such centres will be able to assist them legally and with adaptation, help them study the language, control their departure upon the end of their stay in the country, and monitor their travel.

Mr Zhukov thinks that in the conditions of the financial crisis, the Ministry of the Interior and the FMS should be ready to quickly deport guest workers who cannot get a job in Russia.
