The Presidium of the Government of the Russian Federation at its meeting on June 1, 2009 adopted the following decisions on the items on its agenda. 

I. The implementation of the 2008 Federal Budget

The Government of the Russian Federation has approved the report on the implementation of the Federal Budget for 2008 and will send it to the Audit Chamber of the Russian Federation. The meeting also approved the draft federal law On the Implementation of the Federal Budget for 2008 and will submit it to the State Duma under the established procedure.

II. The implementation of the budget of the Pension Fund of the Russian Federation for 2008.

The Government of the Russian Federation has approved the report on the implementation of the budget of the Pension Fund of the Russian Federation for 2008 and will send it to the Audit Chamber of the Russian Federation. It also approved the draft federal law On the Implementation of the Budget of the Pension Fund of the Russian Federation for 2008 and will submit it to the State Duma under the established procedure.

III. The implementation of the budget of the Social Insurance Fund of the Russian Federation for 2008

The Government of the Russian Federation has approved the report on the implementation of the budget of the Social Insurance Fund of the Russian Federation for 2008 and will send it to the Audit Chamber of the Russian Federation. It also approved the draft federal law on the implementation of the budget of the Social Insurance Fund of the Russian Federation for 2008 and will submit it to the State Duma under the  established procedure.

IV. The implementation of the budget of the Federal Mandatory Medical Insurance Fund for 2008

The Government of the Russian Federation has approved the report on the implementation of the budget of the Federal Mandatory Medical Insurance Fund for 2008 and will send it to the Audit Chamber of the Russian Federation. It also approved the draft federal law On the Implementation of the Budget of the Federal Mandatory Medical Insurance Fund for 2008 and will submit it to the State Duma under the established procedure.

V. Draft Strategy for the Development of Light Industry in the Period to 2020 and the Plan to Implement It

The Government of the Russian Federation has adopted in principle the Draft Strategies for the Development of Light Industry in the Period until 2020 and the Plan to Implement It.

The Ministry of Industry and Trade, jointly with the executive bodies and organizations concerned, has been instructed to finalize said drafts with particular attention to:

• developing additional measures to stimulate the businesses in the sector which pursue retrofitting and modernization of production with due account of the programme of anti-crisis measures of the Government of the Russian Federation for 2009;
• reviewing the list of pilot and key innovation projects proposed in the framework of the innovative scenario for the development of Light Industry with possible financing by development institutions (depending on the thoroughness of their preparation);
• development of additional measures to sustain the supply of light industry with raw materials;
• adjustment of the target indicators and technical-economic parameters of the development of Light Industry stipulated in the draft strategy and ascertaining the effectiveness of the investment projects planned in the sector as well as the need to make domestic products more competitive.

The finalized Strategy for the Development of Light Industry in the Period until 2020 and the Plan to Implement It shall be approved by executive order of the Ministry of Industry and Trade of Russia and a report to the Government of the Russian Federation shall be submitted in September 2009.

The Ministry of the Interior of the Russian Federation jointly with the executive bodies concerned has been instructed to take urgent measures to combat illegal production of Light Industry products and report back to the Government of the Russian Federation.

VI. Draft federal law On Introducing an Amendment to Article 27 of the Federal Law On Gas Supply in the Russian Federation

The Government of the Russian Federation has approved the draft federal law On Introducing Amendments to Article 27 of the Federal Law On Gas Supply in the Russian Federation and will submit same to the State Duma under the established procedure.

VII. Draft federal law On the Accession of the Russian Federation to the Convention on International Rail Carriage (COTIF) of May 9, 1980 in the version of the Protocol on Modification of June 3, 1999

The Government of the Russian Federation has approved the draft federal law On the Accession of the Russian Federation to the Convention on International Rail Carriage (COTIF) of May 9, 1980 in the version of the Protocol on Modification of June 3, 1999 and will submit same to the State Duma under the established procedure.

VIII. Submitting to the President of the Russian Federation for ratifying the agreement on the procedure of organization and holding of joint anti-terrorist exercises by the member states of the Shanghai Cooperation Organization

The Government of the Russian Federation has adopted a draft decree of the Government of the Russian Federation on the above issue.

IX. Submitting to the President of the Russian Federation for ratifying the Agreement On the Protection of Secret Information in the Framework of the Regional Anti-Terrorist Structure of the Shanghai Cooperation Organization

The Government of the Russian Federation has adopted a draft decree of the Government of the Russian Federation on the above issue.

X. Submitting to the President of the Russian Federation for ratifying the Agreement On Personnel Training for Law Enforcement, Firefighting, Emergency-Rescue Agencies and Special Services of the Member States of the Collective Security Treaty Organization

The Government of the Russian Federation has adopted a draft decree of the Government of the Russian Federation on the above issue.

XI. Introducing an amendment to the statute on the Ministry of Industry and Trade of the Russian Federation  

The Government of the Russian Federation has approved the draft decree of the Government of the Russian Federation on the above issue.

The Ministry of Economic Development of the Russian Federation jointly with the Ministry of Industry and Trade of the Russian Federation and in light of the discussion have been instructed to duly submit to the Government of the Russian Federation proposals on amendments to the Statute on the Commission of the Government of the Russian Federation on protective measures in foreign trade and customs tariff policy concerning temporary protective measures following anti-dumping investigations.

XII. The issue to the Government of the Karachayevo-Circassian Republic of state housing certificates to be distributed among the citizens who lost housing as a result of emergency situations that occurred on the territory of the Karachayevo-Circassian Republic on June 17-18 and 28-30, 2007.

The Government of the Russian Federation has adopted a draft decree of the Government of the Russian Federation on the above issue.
