The Presidium of the Government of the Russian Federation at its meeting on October 29, 2009 adopted the following decisions on the items on its agenda
1. Measures for more effective regulation of the market of alcohol and alcohol-containing products and the production of ethylated alcohol.
1.1 Rosalkogolregulirovaniye jointly with the Ministry of Finance have been instructed to amend the draft plan of implementing a range of measures for more effective regulation of the market of alcohol and alcohol-containing products and the production of ethylated alcohol. The finalized draft, along with the draft act of the Government of the Russian Federation of November 16, 2009 shall be submitted to the Government of the Russian Federation under established procedure.
2.1 The Government of the Russian Federation has adopted a draft resolution On the Government Commission for the Regulation of the Alcohol Market.
3.1 The Government of the Russian Federation has adopted a draft executive order On the Composition of the Government Commission for the Regulation of the Alcohol Market.
2. Draft Federal Law On Introducing Amendments to Certain Legislative Acts of the Russian Federation
The Government of the Russian Federation has approved the Draft Federal Law On Introducing Amendments to Certain Legislative Acts of the Russian Federation and will submit the same to the State Duma under established procedure.
3. Draft Federal Law On Introducing Amendments to the Criminal Code of the Russian Federation Concerning Sentences of Compulsory Community Service
The Government of the Russian Federation has approved the Draft Federal Law On Introducing Amendments to the Criminal Code of the Russian Federation Concerning Sentences of Compulsory Community Service and will submit the same to the State Duma under established procedure.
4. Draft Federal Law On Introducing Amendments to the Penal Enforcement Code of the Russian Federation
The Government of the Russian Federation has approved the Draft Federal Law On Introducing Amendments to the Penal Enforcement Code of the Russian Federation and will submit the same to the State Duma under established procedure.
5. Draft Federal Law On Introducing an Amendment to Article 20 of the Federal Law on the Procedures for Entrance and Exit from the Russian Federation
The Government of the Russian Federation has approved the Draft Federal Law On Introducing an Amendment to Article 20 of the Federal Law on the Procedure of Exit from the Russian Federation and Entry into the Russian Federation and will submit it to the State Duma under established procedure.
6. Amendment and voiding of certain resolutions of the Government of the Russian Federation on the management of special economic zones
The Government of the Russian Federation has adopted a draft resolution on the above issue.
7. Changing the amount of the issue of government securities in 2009
The Government of the Russian Federation has adopted a draft executive order on the above issue.
8. Progress of the work to post information on the consolidated government services portal.
The heads of federal executive bodies have been given until November 15, 2009 to cause information to be posted in the consolidated register of government and municipal services (functions). The Minister of Communications and Mass Media of the Russian Federation Igor Shchegolev will report the results of this work to the Government Presidium meeting on November 18, 2009.
