The Presidium of the Government of the Russian Federation adopted the following decisions on the items on its agenda at its meeting on October 2, 2009:
1. Assessing the results of the State Guarantee Programme to Provide Free Healthcare for the Citizens of the Russian Federation in 2008
The Government of the Russian Federation has instructed:
- to introduce in the practice of healthcare methods of evaluating the implementation of regional programmes of state guarantees of free healthcare for the citizens of the Russian Federation, taking into account the criteria of accessibility and quality of healthcare with the use of modern information technologies, and report the results of these efforts to the Government of the Russian Federation in the third quarter of 2010.
The Government of the Russian Federation has urged the government bodies of the constituent entities of the Russian Federation to develop and approve in a timely manner the regional programmes of state guarantees of free healthcare to the citizens of the Russian Federation for 2010, with particular attention to planning the amount of healthcare to be provided in accordance with the requirements of the Programme of state guarantees of free healthcare to the citizens of the Russian Federation for 2010, taking into account the breakdown of the population by age and sex, the nature and instance of morbidity in the various Russian regions, climatic and geographical conditions in the regions and the transport accessibility of healthcare institutions. The government bodies of the constituent entities must also take into account the balance of the proposed healthcare against the financial provisions, including the payment of insurance premiums for mandatory medical insurance for non-working citizens in amounts adequate for the implementation of the Programme of state guarantees of free healthcare to the citizens of the Russian Federation in accordance with the norms.
2. Draft Federal Law On Introducing Amendments to the Law of the Russian Federation On Employment in the Russian Federation
The Government of the Russian Federation has approved the Draft Federal Law On Introducing Amendments to the Law of the Russian Federation On Employment in the Russian Federation and will submit it to the State Duma under established procedure.
3. Results of the National Best Maintained City of Russia Contest in 2008
The Government of the Russian Federation has adopted, in light of the discussion held, an executive order on the above issue.
4. Reviewing the distribution of subsidies from the 2009 Federal Budget to the budgets of the constituent entities of the Russian Federation to build roads in new low-rise and apartment block residential neighbourhoods.
The meeting adopted a draft executive order of the Government of the Russian Federation on the above issue.
5. Signing agreements between the Government of the Russian Federation and the European Community on funding and implementing border cooperation programmes within the framework of the European Neighbourhood and Partnership Instrument (ENPI)
The following draft executive orders of the Government of the Russian Federation were adopted at the meeting:
• Signing an agreement between the Government of the Russian Federation and the European Community on funding and implementing the Karelia border cooperation programme;
• Signing an agreement between the Government of the Russian Federation and the European Community on funding and implementing the Kolarctic border cooperation programme;
• Signing an agreement between the Government of the Russian Federation and the European Community on funding and implementing the Southeast Finland-Russia border cooperation programme;
• Signing an agreement between the Government of the Russian Federation and the European Community on funding and implementing the Lithuania-Poland-Russia border cooperation programme;
• Signing an agreement between the Government of the Russian Federation and the European Community on funding and implementing the Estonia-Latvia-Russia border cooperation programme.
6. Draft Federal Law On Introducing an Amendment to Article 11 of the Federal Law On Days of Military Glory and Remembrance Dates in Russia
The Government of the Russian Federation has approved the Draft Federal Law on Introducing an Amendment to Article 11 of the Federal Law On Days of Military Glory and Remembrance Dates in Russia and will submit the same to the State Duma under established procedure.
7. Draft Federal Law On Introducing Amendments to the Legislative Acts of the Russian Federation to Tighten Control over the Use of State Symbols and Illegal Wearing of Uniforms
The Government of the Russian Federation has approved the Draft Federal Law on Introducing Amendments to the Legislative Acts of the Russian Federation to Tighten Control over the Use of State Symbols and Illegal Wearing of Uniforms, and will submit it to the State Duma under established procedure.
8. Draft Federal Law on Introducing an Amendment to Article 1 of the Federal Law On the Temporary Ban on Human Cloning
The Government of the Russian Federation has approved the draft federal law on introducing an amendment to Article 1 of the Federal Law On Temporary Ban on Human Cloning and will submit it to the State Duma under established procedure.
9. Signing an agreement between the Government of the Russian Federation and the Government of the Republic of Abkhazia on mutual visa-free travel by citizens of the Russian Federation and the Republic of Abkhazia
A Russian Government draft executive order was adopted on the above issue at the meeting.
10. Disbursing budget allocations out of the Emergency Response Reserve Fund of the Russian Government to the Stavropol Territory and the issue of government housing certificates to address the consequences of torrential rains and flooding in the city of Nevinnomyssk in June, 2008
A Russian Government draft executive order was adopted on the above issue at the meeting.
