At its meeting on August 21, 2008 the Government of the Russian Federation has made the following decisions on the items on its agenda.

1. On the preliminary results of social and economic development of the Russian Federation in the first half of 2008 and the forecast of the social and economic development of the Russian Federation for 2009 and the plan period of 2010 and 2011.
The Presidium of the Government of the Russian Federation has taken note of the report by the Minister of Economic Development, Elvira Nabiullina, on the said issue.
The Presidium of the Government of the Russian Federation has approved the following documents prepared by the Ministry of Economic Development in conjunction with the federal executive power bodies concerned:
preliminary results of the social and economic development of the Russian Federation in the first half of 2008 and the expected results of the social and economic development of the Russian Federation in 2008;
forecast of the social and economic development of the Russian Federation in 2009 and in the plan period 2010 and 2011.

2. On the draft federal law On the Federal Budget for 2009 and the plan period 2010 and 2011.
1. The Presidium of the Government of the Russian Federation has taken note of the report by Deputy Prime Minister of the Russian Federation - Finance Minister Alexei Kudrin on the said issue.
2. The Presidium of the Government of the Russian Federation, in the light of the discussion held, approved the draft federal law On the Federal Budget for 2009 and the Plan Period 2010 and 2011 as well as the following documents and materials submitted along with the said draft law:
guidelines of the budget and tax policy for 2009 and for the plan period 2010 and 2011;
forecast of federal budget implementation for 2008;
forecasts of the main parameters of the budget system of the Russian Federation, including the consolidated budget of the Russian Federation for 2009 and the plan period 2010 and 2011;
calculations by classification items of the federal budget revenue and the sources of financing the federal budget deficit in 2009 and in the plan period 2010 and 2011;
the upper limit of the state external debt of the Russian Federation at the end of 2009, 2010 and 2011 by type of debt obligation broken down by individual states; the upper limit and proposed structure of the domestic government debt of the Russian Federation at the end of 2009, 2010 and 2011;
draft programmes of state internal and external borrowing of the Russian Federation for 2009 and the plan period 2010 and 2011;
draft programme of state guarantees of the Russian Federation in foreign currency and the draft programme of state guarantees of the Russian Federation in the Russian currency for 2009 and for the plan period 2010 and 2011;
proposals regarding the minimum wage, the size of grants as well as proposals on the procedure of adjusting for inflation the salaries of the federal public sector employees, the salaries of federal civil servants in 2009 and the plan period 2010 and 2011.
The Finance Ministry, the Ministry of Economic Development, the Ministry of Health and Social Development have been given 24 hours to finalize the provision of the said draft federal law, the documents and materials attached thereto pertaining to:
financing of the public health expenditure in 2010-2011;
distribution of allocations from the federal budget for budget investments in capital construction projects included in the federal targeted investment programme;
budget allocations for the development of agriculture.
The updated draft federal law On the Federal Budget for 2009 and the Plan Period 2010 and 2011, along with the corresponding documents and materials, shall be submitted under due procedure to the State Duma.
3. The Presidium of the Government of the Russian Federation has approved the draft federal law On Suspending Some Legislative Acts of the Russian Federation in connection with the Federal Law on the Federal Budget for 2009 and the Plan Period 2010 and 2011 and decided to introduce it at the State Duma under established procedure.
4. The Presidium of the Government of the Russian Federation has approved the draft federal law On Introducing Amendments to Some Legislative Acts of the Russian Federation, Suspending the Provisions of the Customs Code of the Russian Federation and Annulment of paragraph 2, Section 18, Article 346 of Part 2 of the Tax Code of the Russian Federation in connection with the federal law On the Federal Budget for 2009 and the Plan Period 2010 and 2011 and decided to introduce it at the State Duma under established procedure.

3. On the Draft Federal Law On the Budget of the Pension Fund of the Russian Federation for 2009 and for the Plan Period 2010 and 2011.
The Presidium of the Government of the Russian Federation has approved the draft federal law On the Budget of the Pension Fund of the Russian Federation for 2009 and the Plan Period 2010 and 2011 and decided to introduce it at the State Duma under established procedure.

4. On the Draft Federal Law On the Budget of the Social Insurance Fund of the Russian Federation for 2009 and the Plan Period 2010 and 2011.
The Presidium of the Government of the Russian Federation has approved the draft federal law On the Budget of the Social Insurance Fund of the Russian Federation for 2009 and for the Plan Period 2010 and 2011 and decided to introduce it at the State Duma under established procedure.

5. On Draft Federal Law On the Budget of the Federal Mandatory Medical Insurance Fund for 2009 and the Plan Period 2010 and 2011.
The Presidium of the Government of the Russian Federation has approved the draft federal law On the Budget of the Federal Mandatory Medical Insurance Fund for 2009 and for the Plan Period 2010 and 2011 and decided to introduce it at the State Duma under established procedure.

6. On Insurance Tariffs on Mandatory Social Insurance against Occupational Accidents and Diseases for 2009 and the Plan Period 2010 and 2011.
The Presidium of the Government of the Russian Federation has approved the draft federal law On Insurance Tariffs in Mandatory Social Insurance against Occupational Accidents and Diseases for 2009 and for the Plan Period 2010 and 2011 and decided to introduce it at the State Duma under established procedure.

7. On Draft Guidelines of the Single State Monetary Policy for 2009 and the Period 2010 and 2011.
1. The Presidium of the Government of the Russian Federation has taken note of the report by the Chairman of the Central Bank of the Russian Federation, S.M. Ignatyev, on the said issue.
2. The Presidium of the Government of the Russian Federation has approved, with due account of the discussion held, the draft guidelines of the single state monetary policy for 2009 and the period 2010 and 2011.
3. The Ministry of Economic Development, the Finance Ministry jointly with the Bank of Russia and with the participation of the federal executive power bodies concerned have been instructed by the Presidium of the Government of the Russian Federation to analyze the risks of social and economic development of the Russian Federation connected with the slowdown in the growth of money supply, the volume of commercial banks' credits in the economy and the strengthening of the exchange rate of the rouble.
The results shall be reported to the Government of the Russian Federation with corresponding proposals and validation.
