The Presidium of the Government of the Russian Federation at its meeting on May 25, 2009 adopted the following decisions on the items on its agenda. 

1. The measures to fulfil the Budget Message of the President of the Russian Federation concerning budget policy from 2010 to 2012

The Government instructed:

• the Finance Ministry, together with federal executive bodies, to be guided by the President's message on budget policy from 2010 to 2012 when drafting the federal law On the Federal Budget for 2010 and the Planning Period 2011 and 2012, as well as when fulfilling the previous directives on corresponding issues;
• the Finance Ministry, with the participation of federal executive bodies concerned, to submit proposals to the Government by June 1, 2009 dealing with the implementation of the President's message on budget policy from 2010 to 2012.

2. The results of the implementation of the federal budget in the first quarter of 2009

The Government has approved a performance report on the federal budget for the first quarter of 2009 and will submit it to the State Duma, Federation Council, and Audit Chamber of the Russian Federation.

The Government instructed:

• federal executive bodies, serving as the chief administrators of federal budget funds, to take the necessary measures to ensure the even and effective spending of budget allocations in 2009, including the implementation of special federal programmes in line with the stipulated volumes of financing;
• the Finance Ministry to coordinate these efforts and report the results to the Government when giving an account on the implementation of the federal budget for the first quarter of 2009;
• federal executive bodies to ensure that the federal budget provide subsidies for regional budgets to co-finance capital construction of state-owned facilities in the regions and allocate subsidies from the regional budgets to local budgets to co-finance capital construction of municipally-owned facilities;
• the Ministry of Regional Development to coordinate these efforts and report the results to the Government when giving an account on the implementation of the federal budget for the first quarter of 2009;
• federal executive bodies, serving as the chief administrators of federal budget funds, to submit proposals to the Ministry of Economic Development within two days, listing the cases in which it is necessary to place orders for the delivery of goods, performance of works, or rendering of services for federal needs with the only supplier (performer or contractor) in accordance with Clause 17¹ of Part 2 of Article 55 of the Federal Law On the Placement of Orders for the Delivery of Goods, Performance of Works and Rendering of Services for State and Municipal Needs;
• the Ministry of Economic Development, on the basis of these proposals, to prepare drafts of appropriate decisions on this matter and submit them to the Government in line with the established procedure within a week's time.

3. The draft federal law On Introducing Amendments to the Federal Law On the Federal Budget for 2009 and for the Planning Period of 2010 and 2011

The Government has approved the draft federal law On Introducing Amendments to the Federal Law On the Federal Budget for 2009 and for the Planning Period of 2010 and 2011. It instructed that the law include provisions dealing with tariff regulation subsidies, amounting to 50 billion roubles to be added to the authorised capital of Russian Railways, and specifying deadlines for the final drafting of normative legal acts of the Government required for the law's implementation.

The Ministry of Finance was instructed to submit an updated draft of the federal law concerned to the Government within a day's time, complete with the necessary documents and materials, for submission to the State Duma in line with the established procedure.

4. The draft basic guidelines for tax policy in 2010 and the planning period of 2011 and 2012

The Government has approved the draft basic guidelines for tax policy in 2010 and the planning period of 2011 and 2012.

The Government instructed:

• the Ministry of Finance, jointly with the Ministry of Economic Development and other federal executive bodies concerned, to take additional measures to increase tax collection and improve the effectiveness of tax authorities and to report the results by August 1, 2009 in line with the established procedure.
• the Ministry of Finance, the Ministry of Economic Development and the Ministry of Energy to finalise the details of natural gas extraction tax and its indexing to reconcile it with the investment programmes of the producing companies, and submit appropriate proposals to the Government by August 1, 2009 in line with the established procedure.
• the Ministry of Finance, the Ministry of Economic Development and the Transport Ministry to draft and submit proposals to the Government by July 1, 2009 in line with the established procedure, providing for temporary property tax relief for businesses building or upgrading transport infrastructure facilities.

5. The draft federal law On Introducing Amendments to the Federal Law On the Securities Market (in the section on the creation of mechanisms to protect the rights of bondholders)

The Government has approved the draft federal law On Amending the Federal Law On the Securities Market (in the section concerned with the protection of bond holders' rights) and will submit it to the State Duma in line with the established procedure.

6. The draft federal law On Introducing Amendments to Certain Legislative Acts of the Russian Federation (in the section on the review of restrictions on companies in forming their authorised capital, the review of methods to protect the rights of creditors in the case of reduced authorised capital, a change in requirements for companies in the event of a discrepancy between the authorised capital and the net asset value, and the review of restrictions on companies issuing bonds)

The Government has approved the draft federal law On Introducing Amendments to Certain Legislative Acts of the Russian Federation (in the section on the review of restrictions on companies in forming their authorised capital, the review of methods to protect the rights of creditors in the case of reduced authorised capital, a change in requirements for companies in the event of a discrepancy between the authorised capital and the net asset value, and the review of restrictions on companies issuing bonds). The Government will submit the draft to the State Duma in line with the established procedure.

7. The draft federal law On Introducing an Amendment to Article 1501, Part 4 of the Civil Code of the Russian Federation

The Government has approved the draft federal law On Introducing an Amendment to Article 1501, Part 4 of the Civil Code of the Russian Federation and will submit it to the State Duma in line with the established procedure.

8. The draft federal law On Introducing Amendments to Articles 135, 137 and 396 of the Criminal Procedure Code of the Russian Federation

The Government has approved the draft federal law On Introducing Amendments to Articles 135, 137 and 396 of the Criminal Procedure Code of the Russian Federation and will submit it to the State Duma in line with the established procedure.

9. The contribution of the Russian Federation towards funding the public health and social well-being activities of the Northern Dimension Partnership Secretariat

The Government has adopted a draft executive order on this matter.
