Decisions of the June 22, 2009 Government Presidium meeting 

The Presidium of the Government of the Russian Federation at its meeting on June 22, 2009, adopted the following decisions on the items on its agenda:

1. Draft strategy of the development of physical fitness and sports in the Russian Federation in the period until 2020.

The Government of the Russian Federation has approved in principle the draft strategies of the development of physical fitness and sports in the Russian Federation in the period until 2020 and the plan of activities to implement same.

The Government of the Russian Federation has instructed the Ministry of Sport, Tourism and Youth Policy jointly with the executive bodies and organisations concerned to finalise said drafts under established procedure, and in light of the discussion held to report back to the Government of the Russian Federation before July 25, 2009. The Government of the Russian Federation has instructed the Ministry of Sport, Tourism and Youth Policy, the Ministry of Healthcare and Social Development, jointly with the Ministry of Finance, to develop and submit to the Government of the Russian Federation under standard procedure before September 1, 2009 agreed upon proposals on additional insurance for the life and health of the members of Russian national teams by sport discipline.

2. Improving anti-monopoly legislation

The Government of the Russian Federation has taken note of the report on said issue by the Federal Anti-Monopoly Service of Russia. The Government of the Russian Federation has approved in principle the proposed amendments to draft federal laws No.148357-5 On Introducing Amendments to the Federal Law On Protecting Competition and Certain Other Legislative Acts of the Russian Federation and No.148369-5 On Introducing Amendments to the Code of the Russian Federation on Administrative Offenses and Certain Other Legislative Acts of the Russian Federation.

The Government of the Russian Federation has instructed the Federal Anti-Monopoly Service jointly with the Ministry of Economic Development, the Ministry of the Interior, the Ministry of Finance, the Ministry of Regional Development and the Ministry of Energy to finalise the amendments on the issue in light of the remarks made during the discussion, including the provision that keeps registers of economic entities that enjoy federal and municipal preferences under the jurisdiction of the regions of the Russian Federation and municipalities and submit draft amendments of the Government of the Russian Federation to said draft federal laws to the Government of the Russian Federation under established procedure before June 25, 2009.

3. Draft federal law On Introducing Amendments to Certain Legislative Acts of the Russian Federation Concerning Empowerment of Budget Institutions to Conclude Financial Rent (Leasing) Contracts.

The Government of the Russian Federation has approved the draft federal law On Introducing Amendments to Certain Legislative Acts of the Russian Federation Concerning Empowerment of Budget Institutions to Conclude Financial Rent (Leasing) Contracts and will submit same to the State Duma under established procedure.

4. Draft FEDERAL LAW On the Ratification of the Agreement between the Government of the Russian Federation and the Government of the Republic of Tajikistan on the Creation and Activities of the International Research Centre Pamir-Chakaltaya

The Government of the Russian Federation has approved the draft federal law On the Ratification of the Agreement between the Government of the Russian Federation and the Government of the Republic of Tajikistan on the Creation and Activities of the International Research Centre Pamir-Chakaltaya and will submit same to the State Duma under established procedure.

5. Submitting to the President of the Russian Federation a proposal on signing the Strategic Partnership Treaty between the Russian Federation and the Arab Republic of Egypt

The Government of the Russian Federation has approved the draft resolution on said issue.

6. Signing the Agreement between the Government of the Russian Federation and the Government of the Republic of Angola on Encouragement and Mutual Protection of Capital Investments and the Protocol to the said Agreement.

The Government of the Russian Federation has approved the draft executive order on said issue.

7. Signing the Agreement between the Government of the Russian Federation and the Government of the Federal Republic of Nigeria on Mutual Encouragement and Protection of Capital Investments

The Government of the Russian Federation has approved the draft executive order on said issue.

8. Making a lump-sum targeted contribution to the UN HIV/AIDS programme (UNAIDS) for the holding of the 3rd International Conference on HIV/AIDS in the countries of Eastern Europe and Central Asia (in Moscow)

The Government of the Russian Federation has approved the draft executive order on said issue.

9. Allocation of funds in 2009 from the Reserve Fund of the Government of the Russian Federation to the President's Business Administration Directorate

The Government of the Russian Federation has approved the draft executive order on said issue.

10. Allocation to the Sakhalin Region Administration of funds from the Reserve Fund of the Government of the Russian Federation for Prevention of and Recovery from Emergency Situations and the Consequences of Natural Disasters to cover part of the cost of restoration in the aftermath of the earthquake that occurred on the territory of the Nevel District, Sakhalin Region, on August 2, 2007 for the purpose of financial assistance to citizens on the basis of court rulings in connection with loss of basic property.

The Government of the Russian Federation has approved the draft executive order on said issue.
