Decisions of the June 15, 2009 Presidium Government meeting
The Presidium of the Government of the Russian Federation at its meeting on June 15, 2009 adopted the following decisions on the items on its agenda
1. Progress in fulfilling the federal targeted programmes and implementing the federal targeted investment programme in the first quarter of 2009
The Government of the Russian Federation has instructed the federal executive bodies, which are state commissioners (state commissioner-coordinators) of the federal targeted programmes as well as construction projects and programmes for federal needs, to take the necessary measures to eliminate the lag that developed in the first quarter of 2009, paying particular attention to:
submission under established procedure and with approval of the federal executive bodies concerned, of draft resolutions of the Government of the Russian Federation on introducing amendments to the relevant federal targeted programmes pursuant to Federal Law No.76-FZ of April 28, 2009 On Introducing Amendments to the Federal Law On the Federal Budget for 2009 and the Planning Period of 2010 and 2011 concerning the correction of the parameters of financing in 2009 to the Ministry of Economic Development of Russia for the purpose of presenting said draft resolutions to the Government of the Russian Federation; measures to secure the signing of agreements on co-financing of capital construction of state-owned projects in the regions of the Russian Federation in order to meet the 2009 targets.
The Government of the Russian Federation has instructed the Ministry of Economic Development, the Finance Ministry, the Ministry of Regional Development and the Ministry of Education and Science to ensure coordination of the activities of federal executive bodies to fulfil this work and report the results to the Government of the Russian Federation before November 1, 2009.
The Ministry of Defence, the Ministry of Regional Development, the Ministry of Industry and Trade, the Ministry of Sport, Tourism and Youth Policy and the Ministry of Agriculture to take the necessary measures to expedite the implementation of the following federal targeted programmes: Creation of a Black Sea Fleet Base on the Territory of the Russian Federation in 2005-2020, Development of Russian Space Centres in 2006-2015, Development of the Kaliningrad Region in the Period Until 2014, Social-Economic and Ethnic-Cultural Development of Russian Germans in 2008-2012, Development of Civilian Marine Technology in 2009-2016, Development of Physical Fitness and Sports in the Russian Federation in 2006-2015, Rural Social Development until 2012 and submit the data on the implementation thereof with statement of the reasons for the delay, if applicable, to the Ministry of Economic Development.
The Ministry of Economic Development shall summarise said information and report to the Government of the Russian Federation within a week.
The Ministry of Economic Development and the Ministry of Finance, jointly with the federal executive bodies concerned, which are state commissioners (state commissioner-coordinators) of the federal targeted programmes, to prepare proposals on ensuring current monitoring and analysis of progress in the implementation of the federal targeted programmes including the signing and funding of corresponding contracts and introduce said proposal to the Government of the Russian Federation under established procedure before July 15, 2009.
The Ministry of Regional Development, the Ministry of Industry and Trade, the Ministry of Defence, the Ministry of Civil Defence, Emergencies and Disaster Relief, the Ministry of Communications and Mass Media, the Ministry of Education and Science, the Ministry of Healthcare and Social Development, the Federal Service for Drug Control, Rosrybolovstvo, the state atomic energy corporation Rosatom to take measures to use the resources of the budgets of the regions of the Russian Federation, municipal budgets and off-budget sources to meet the 2009 targets.
The Ministry of Economic Development to present a progress report to the Government of the Russian Federation as part of the materials on progress in the implementation of the federal targeted programmes and implementation of the federal targeted investment programme in the first half of 2009.
The Ministry of Regional Development, the Ministry of Defence and Rosrybolovstvo to duly complete modification of the federal targeted programmes that envisage federal budget subsidies to the budgets of the regions of the Russian Federation in order to finance regional and municipal capital construction projects and report to the Government of the Russian Federation.
2. Stimulating innovative activities of enterprises which pursue research and development, commercialisation of the results of scientific-technical activities, technological designing and acquisition of new technologies
The Government of the Russian Federation has approved in principle the Plan of Measures to Stimulate Innovative Activities of Enterprises as part of implementing in 2009-2010 the Basic Guidelines for the Activities of the Government of the Russian Federation for the period until 2012. The Government of the Russian Federation has instructed the Ministry of Economic Development, the Ministry of Education and Science, the Ministry of Industry and Trade and the Ministry of Finance jointly with the federal executive bodies concerned to finalise said plan in light of the discussion that has been held, paying particular attention to:
coordinating plan measures with the Action Plan to implement the Programme of Anti-Crisis Measures of the Government of the Russian Federation for 2009;
harmonising the activities under the plan with the activities in accordance with the project maps to implement the Basic Guidelines for the Activities of the Government of the Russian Federation in the period until 2012;
financial and economic validation of the proposed measures;
improvement of the activities of development institutions;
finalising the list of the legal acts to be developed and the timeframe for submitting said acts.
The Ministry of Economic Development shall submit the finalised plan to the Government of the Russian Federation under established procedure.
The Government of the Russian Federation deems it feasible to strengthen the coordinating role of the Ministry of Education and Science in the formation and implementation of the state innovation policy, including priorities, government spending and introduction of new technologies in this field.
The Ministry of Education and Science, the Ministry of Economic Development and the Ministry of Finance, jointly with the federal executive bodies concerned shall submit the corresponding draft act of the Government of the Russian Federation to the Government of the Russian Federation under established procedure.
3. Draft federal law On Introducing Amendments to the Budget Code of the Russian Federation
The Government of the Russian Federation has approved the draft federal law On Introducing Amendments to the Budget Code of the Russian Federation.
The Ministry of Finance, jointly with the Ministry of Healthcare and Social Development and the Bank of Russia, have been instructed to additionally study said draft federal law paying particular attention to the following: revising the timeframe for submission to the State Duma of the annual report on the implementation of the federal budget and the budgets of state off-budget funds of the Russian Federation; introducing amendments into the federal law On the Central Bank of the Russian Federation (the Bank of Russia) in the section dealing with the submission by the Bank of Russia to the State Duma of draft basic guidelines of the single state monetary policy for the next fiscal year and the planning period. The finalised draft federal law shall be submitted to the Government of the Russian Federation within 24 hours subsequently to be duly introduced at the State Duma.
4. Ratification of the Agreement between the Government of the Russian Federation and the Government of the People's Republic of China on Cooperation in the Oil Sphere
The Government of the Russian Federation has approved the draft federal law On Ratification of the Agreement between the Government of the Russian Federation and the Government of the People's Republic of China on Cooperation in the Oil Sphere and will submit same to the State Duma under established procedure.
5. Introducing amendments to Resolution No.329 of the Government of the Russian Federation of June 30, 2004 On the Ministry of Finance of the Russian Federation
The Government of the Russian Federation has approved a draft resolution of the Government of the Russian Federation on said issue.
6. Introducing amendments to the Statute on the Federal Taxation Service
The Government of the Russian Federation has approved a draft resolution of the Government of the Russian Federation on said issue.
