The Presidium of the Government of the Russian Federation at its meeting on June 11, 2009 adopted the following decisions on the items on its agenda. 

1. Draft of the Basic Guidelines for the Customs Tariff Policy for 2010 and the Planning Period of 2011 and 2012.

The Government of the Russian Federation has approved the draft of the Basic Guidelines for the Customs Tariff Policy for 2010 and the Planning Period of 2011 and 2012.

Taking the discussion into account, the Russian Ministry of Economic Development has been instructed to study appropriately the issue of increasing rates on import duties on cultural values of Russian origin and children's goods, and report the results to the Government of the Russian Federation.

2. Progress in implementing measures aimed at improving the situation in the financial sector and certain other sectors of the economy.  

The Government of the Russian Federation has taken note of the report on said issue by Minister of Economic Development of the Russian Federation Elvira Nabiullina.

The Government of the Russian Federation has instructed:

• the heads of federal executive bodies to take necessary measures to carry out activities aimed at ensuring even-paced spending of budget assets during the year, as well as improvement of the situation in the financial sector and certain sectors of the economy, paying particular attention to the activities whose implementation is lagging behind schedule.
• the Finance Ministry of Russia, jointly with the federal executive bodies concerned and the Bank of Russia, to submit to the Government of the Russian Federation within a week draft resolutions of the Government of the Russian Federation on introducing amendments to the procedure of issuing state guarantees for the Russian Federation on loans obtained by strategic defence industry organisations and organisations selected according to the procedure established by the Government of the Russian Federation for the purpose of pursuing core productive activities and capital investments in improvement of the mechanism of granting such credits.
• the Ministry of Economic Development of Russia, jointly with the federal executive bodies concerned, to submit to the Government of the Russian Federation within two weeks proposals on monitoring the effectiveness of the measures being taken to overcome the consequences of the world financial and economic crisis and support sectors of the economy.
• First Deputy Prime Minister of the Russian Government Igor Shuvalov to consider said proposals.

3. The concept of creating an integrated federal system of state registration of rights in real estate and state cadastre registration.

The Government of the Russian Federation has taken note of the report of the Ministry of Economic Development of Russia on said issue and approved in principle the drafts of the Concept of the Creation of an Integrated Federal System of State Registration of Rights in Real Estate and State Cadastre Registration, the plan of drafting regulatory legal acts that support the creation and development of an integrated federal system of state registration of rights in real estate and state cadastre registration of real estate, and the plan of implementing activities to create an integrated federal system of state registration of rights in real estate and state cadastre registration.

The Government of the Russian Federation has instructed:

• the Ministry of Economic Development of Russia and the Finance Ministry of Russia, jointly with other concerned federal executive bodies, to finalise the said drafts taking the discussion into account, with special attention to issues pertaining to:

-         abolishing state duties on the performance of legally significant accounting and registration actions;

-         introducing payment for the performance, on behalf of the Russian Federation, of legally significant accounting and registration actions to be transferred to the revenues of the federal autonomous institutions being created. 

• the Ministry of Economic Development of Russia to approve appropriately the drafts of the concept and plan, and report the results to the Government of the Russian Federation before November 1, 2009.
• the Ministry of Economic Development of Russia, jointly with the Prosecutor General's Office of the Russian Federation, to examine the negative effects concerning state registration of rights in real estate and state cadastre registration, as well as technical registration and technical inventory. The relevant proposals for overcoming said effects are to be submitted to the Government of the Russian Federation according to established procedure.

4. Reform of the system of inland waterways management in the Russian Federation.

The meeting approved the draft concept of reform of the system of inland waterways management in the Russian Federation in principle.

The Government of the Russian Federation has instructed:

• the Ministry of Transport of Russia to finalise the draft concept setting the implementation deadlines, approve it according to established procedure, and report back to the Government of the Russian Federation.
• the Ministry of Transport of Russia, jointly with the Finance Ministry of Russia, the Ministry of Economic Development of Russia, the federal executive bodies and organisations concerned, to prepare and submit to the Government of the Russian Federation according to appropriate procedure the draft plan of activities to implement the concept of reform of the system of inland waterways management in the Russian Federation in September of 2009.

5. The National Report on the Progress and Results of the Implementation in 2008 of the State Programme for the Development of Agriculture and Regulation of the Markets of Agricultural Products, Raw Materials and Food for 2008-2012.

Taking the discussion into account, the Government of the Russian Federation has approved the National Report on the Progress and Results of the Implementation in 2008 of the State Programme for the Development of Agriculture and Regulation of the Markets of Agricultural Products, Raw Materials and Food for 2008-2012.

The Ministry of Agriculture of Russia, jointly with the federal executive bodies and organisations concerned, has been instructed to finalise said national report with particular attention to:

• detailing of anti-crisis agricultural development measures with due account of possible risks;
• the issues of customs tariff policy;
• measures aimed at stimulating domestic production and consumption;
• the need to compute indicators in relation to the previous year in analysing the results of the implementation of the state programme and forecasting the development of agriculture.

The finalised national report shall be submitted according to established procedure to the Government of the Russian Federation along with the draft act of the Government of the Russian Federation on its approval before June 25, 2009.

The Ministry of Agriculture of Russia, jointly with the federal executive bodies concerned, shall submit to the Government of the Russian Federation according to established procedure before September 1, 2009 the Draft Resolution of the Government of the Russian Federation on introducing amendments to the National Programme for the Development of Agriculture and Regulation of the Markets of Agricultural Products, Raw Materials and Food for 2008-2012.

6. Draft federal law On Ratification of the Convention between the Government of the Russian Federation and the Government of the Kingdom of Saudi Arabia on Avoiding Double Taxation and Preventing Income and Capital Tax Evasion.

The Government of the Russian Federation has approved the draft federal law On Ratification of the Convention between the Government of the Russian Federation and the Government of the Kingdom of Saudi Arabia on Avoiding Double Taxation and Preventing Income and Capital Tax Evasion and will submit the same to the State Duma according to established procedure.

7. Draft federal law On Introducing Amendments to Article 39 of the Law of the Russian Federation On Education and Article 27 of the federal law On Higher and Post-Graduate Professional Education.

The Government of the Russian Federation has approved the draft federal law On Introducing Amendments to Article 39 of the Law of the Russian Federation On Education and Article 27 of the federal law On Higher and Post-Graduate Professional Education and will submit the same to the State Duma according to established procedure.

8. Submitting to the President of the Russian Federation the proposal to sign the Anti-Terrorist Convention of the Shanghai Cooperation Organisation

The Draft Resolution of the Government of the Russian Federation on the above issue was approved at the meeting.

9. Introducing an amendment to the Statute on the Ministry of Economic Development of the Russian Federation

The Draft Resolution of the Government of the Russian Federation on the above issue was approved at the meeting.

10. Introducing an amendment to the Statute on the Ministry of Agriculture of the Russian Federation

The Draft Resolution of the Government of the Russian Federation on the above issue was approved at the meeting.

11. Introducing amendments to the Statute on the Federal Service for Supervision in Education and Science

The Draft Resolution of the Government of the Russian Federation on the above issue was approved at the meeting.

12. Creating an organising committee to prepare and hold the celebration of the 200^th anniversary of the birth of Nikolai Pirogov

The Draft Executive Order of the Government of the Russian Federation on the above issue was approved at the meeting.
