First Deputy Prime Ministers Igor Shuvalov and Viktor Zubkov chaired a meeting on drafting the federal law On the Fundamentals of State Regulation of Trade Activity in the Russian Federation

The meeting prioritised the signing of standard contracts, payment deadlines for goods delivered and the omission of terms forbidding unrestricted goods sales.

Deputy Federation Council Speaker Svetlana Orlova, Minister of Agriculture Yelena Skrynnik, Minister of Industry and Trade Viktor Khristenko, representatives of ministries and departments, trade chains, processing companies and agricultural producers attended the meeting. 

During the meeting, various instruments were discussed for the regulation of economic activity of trade chains, processing companies and agricultural producers, including the use of standard goods-delivery contracts stipulating non-discriminatory sales terms.

The meeting prioritised the signing of standard contracts, payment deadlines for goods delivered and the omission of terms forbidding unrestricted goods sales.

It was stressed that regional and municipal development programmes were a vital element of expanding competition incentives in trade and an essential condition for meeting popular demand for trade services. The relevant provisions of the anti-monopoly regulation aim to rule out unfair practices during the signing and implementation of contracts with partners and primarily goods producers, by legal entities having specific market powers.

The meeting made clear to the representatives from the Ministry of Industry and Trade, the Ministry of Economic Development, the Ministry of Agriculture and the Federal Anti-Monopoly Service the need for drafting and approving the relevant contracts by professional associations of agricultural producers and trade companies.

The meeting also prioritised support for small and medium-sized business which must account for at least 40% of mobile trade facilities.

Federal executive-power agencies were instructed to finalise the draft federal law, taking into account meeting input, by June 24 and to submit it to the Government for consideration in line with the established procedure.
