On April 8, 2009, Deputy Prime Minister Sergei Ivanov chaired a meeting of the Government Military-Industrial Commission

The meeting examined the placing of state defence contracts for 2009 and the 2010-2011 planning period. In their reports, senior officials of the Ministry of Defence and the Ministry of Industry and Trade assessed the concluding of the relevant contracts and advance payments for state defence contracts. After the discussion, the Commission planned measures to complete the work as soon as possible. 

The Commission mostly approved specific guidelines regarding the development of weapons, military and specialised equipment through 2025 and the parameters of a joint initial-data system for the targeted programme support of the Russian Federation's military and technical policy, with due account taken of the discussion.

The Commission set forth the procedure of subsequent work involving all concerned federal executive power agencies and state clients in the state arms procurement programme.

The meeting also assessed the development and production of gunpowder brands, missile propellants and explosives for operational and advanced weapons systems and military equipment models.

Virtually all defence industry sectors depend on the science and technical potential and state of the ammunition and specialised-chemicals industry. Gunpowder brands, solid-state missile-propellant mixtures, explosives, pyrotechnical compounds and systems are the main energy component of all weapons and military equipment models.

Under federal targeted programmes' measures, there are plans to resolve an entire range of raw-materials, technological and production issues with a view to manufacturing high-energy condensed systems required to develop and produce vital weapons systems and military equipment models.

The Commission planned additional measures regarding state support for the industry and coordinated efforts by the concerned federal executive power agencies, clients and the State Corporation Russian Technologies to expand the science and technical and production-technological base, with due account taken of the discussion of the ammunition and specialised-chemicals industry.
