On April 22, 2009, Deputy Prime Minister Sergei Ivanov chaired a meeting of the Government Military-Industrial Commission

This meeting was held to review the results of fulfilling state defence contracts for 2008 and the 2009-2010 planning period, as well as the placing of state defence contracts for 2009 and the 2010-2011 planning period. Senior officials of the Government Military-Industrial Commission, the Ministry of Defence and the Ministry of Industry and Trade delivered reports at the meeting and objectively assessed specific measures to facilitate cost-effective defence contracts. 

About 900 billion roubles' in federal funding was allocated for state defence contracts in 2008. An additional 54 billion roubles was allocated in excess of the 2008 state defence-contract parameters.

The implementation of the 2008 state defence contracts prioritised specific objectives of the 2007-2015 State Arms Procurement Programme, as well as specific decisions of the President and the Government regarding national defence and state security.

Most state defence contracts have been fulfilled and financed completely, with due account taken of presidential decisions to specify the 2007-2015 State Arms Procurement Programme.

During the meeting it was noted that insufficient assessment of specific objectives in state defence contracts and initial state-contract prices had caused the untimely placement and specification of various objectives and delayed the fulfillment of specific contract stages.

It was noted that the Commission's measures to completely place state defence contracts in 2009 were already yielding positive results.

Under the Government's resolution On the Procedure for Drafting State Defence Contracts and Their Main Parameters, the Government Military-Industrial Commission approved a list of the main state defence-contract parameters for 2010 and the 2011-2012 planning period.

The meeting assessed the current state of developing high-precision weapons for the Army through 2025 and adopted conceptual decisions.
