On May 27, 2009, First Deputy Prime Minister Sergei Ivanov chaired a meeting of the Government Military-Industrial Commission. 

The meeting examined conceptual issues for using unmanned aerial drones, their condition and development prospects, as well as meeting the demand of the Armed Forces, other ministries and departments for such systems.

After the discussion, the Government Military-Industrial Commission charted measures to pool the efforts of the concerned federal executive-power agencies and defence industry organisations in pursuing the issues of supplying aerial drones to the Armed Forces.
