On June 10, 2009, Vladislav Putilin, Deputy Chairman of the Government Military-Industrial Commission, chaired a meeting of the Commission. 

The meeting reviewed the state of artillery systems and munitions and their development prospects, as well as the procedure for drafting and implementing comprehensive targeted programmes for the development, manufacturing and supplies of weapons, military and specialised equipment. Senior officials of the Ministry of Defence, the State Corporation Russian Technologies and managers of industrial enterprises delivered reports at the meeting.

Artillery systems are playing an increasingly greater role in local wars and armed conflicts. In this connection, their development is becoming a high-priority in updating army and navy weapons.

The meeting examined the main issues regarding the creation of a well-balanced system of artillery weapons that would comprise artillery equipment, artillery reconnaissance, automated control and logistics support systems.

After the discussion, the Commission charted guidelines for settling problem issues and measures to expand the production technology base of the artillery industry.

The meeting mostly approved Defence Ministry proposals regarding the drafting and implementation of targeted programmes for the development, manufacturing and supply of weapons, military and specialised equipment and instructed the concerned agencies to re-examine their list and compilation procedure, with due account taken of the discussion.
