Deputy Prime Minister Dmitry Kozak participated in an expanded meeting of the Russian Regional Development Ministry board

Speaking at the meeting, Deputy Prime Minister Kozak highlighted the need to introduce amendments to the Federal Law On the Fund of Assistance to the Housing and Utilities Reform. "We must toughen this law," the Deputy Prime Minister said, adding that it was necessary to stamp out obsolete practices and restrictions that Russia had inherited from the past, to create new effective economic mechanisms in every utility company, town and constituent entity of the Russian Federation. Now that the crisis has struck, the utilities reform becomes exceptionally relevant since housing and utilities account for a quarter of Russia's economy, the Deputy Prime Minister stressed.

In addition, Mr Kozak called for defending the construction industry against bureaucracy. According to him, it sometimes takes six years to collect 600 signatures before beginning construction on a single facility. The Deputy Prime Minister referred to this situation as "lunacy".
